This thesis focuses on clarifying theoretical issues concerning civil servants and the development of job title standards for civil servants; it accurately assesses the current state of the development and implementation of job title standards for civil servants in the Department of Internal Affairs of Hung Yen province. Simultaneously, the thesis proposes directions and solutions for developing and implementing job title standards for civil servants in the Department of Internal Affairs of Hung Yen province, meeting the requirements of industrialization and modernization.

Establishing job title standards for officials and civil servants of the Department of Internal Affairs serves as a basis for recruitment, evaluation, planning, training, and appointment of officials and civil servants of the Department. It also contributes to building and developing a team of officials and civil servants that is sufficient in quantity, ensures quality, is proficient in professional skills and expertise, possesses the necessary capabilities, qualifications, and moral character to fulfill assigned tasks, and contributes to building a socialist rule of law state and ensuring the effective and efficient operation of the state apparatus.

The research findings of this thesis can serve as a reference for evaluating the implementation of job title standards for officials and civil servants as stipulated by the Ministry of Interior and the guidance of the Hung Yen Provincial Party Committee and People's Committee in personnel management.

The topic stems from practical requirements and has the potential to provide applicable arguments that the Department of Internal Affairs in particular, and other departments and agencies of Hung Yen province in general, can refer to in the development and implementation of standards for official and civil servant positions.

This thesis focuses on some arguments of employee, bureaucrat and building the standard titles of officials; assess the real state in development and implementation of the standard titles of officials in Department of Interior at Hung Yen Province. Simultaneously, this thesis proposes the direction, building solutions and implementing the standard titles of officers and employees in Department of the Interior at Hung Yen province, to satisfy the requirements of industrialization and modernization.

Building the standard titles of officers in the Department of the Interior is a basis and foundation for recruitment, assessment, planning, training, improvement, and appointment of officers and employees in the Department and contribute to building and developing a team of officers which are sufficient quantity, quality assurance, professional expertise, knowledge qualified,, standard and ethical qualities to fulfill assigned responsibilities, contribute to building a law-governed socialism and efficient of the state system operation.

The study results of thesis could be a reference for evaluating the performance standard titles of officials according to regulation of Ministry of Interior and the direction of Provincial Party, People's Committee at Hung Yen province in personnel and civil servants management.

The thesis comes from the practical requirements and is capable of providing arguments applicability to Department of the Interior in particular and other Departments of Hung Yen province in general can be applied in development and implementation standard titles for officers and employees.
