At the same time, the thesis proposes directions and solutions for building and implementing standards for cadres and civil servants' titles of the Department of Home Affairs of Hung Yen province, meeting the requirements of industrialization and modernization.

Simultaneously, this thesis proposes the direction, building solutions and implementing the standard titles of officers and employees in Department of the Interior at Hung Yen province, to satisfy the requirements of industrialization and modernization.
Building the standard titles of officers in the Department of the Interior is a basis and foundation for recruitment, assessment, planning, training, improvement, and appointment of officers and employees in the Department and contribute to building and developing a team of officers which are sufficient quantity, quality assurance, professional expertise, knowledge qualified,, standard and ethical qualities to fulfill assigned responsibilities, contribute to building a law-governed socialism and efficient of the state system operation.
