The author points out that Pham Quynh established systematic concepts to address the problem of building a new culture for the Vietnamese nation. On the one hand, Pham Quynh interpreted fundamental cultural issues (such as the concept of culture, the relationship between culture and politics, the relationship between Eastern and Western cultures, and the relationship between tradition and modernity); on the other hand, he provided specific directions for building a national culture (ideas, content, and methods).
