The thesis presents an overview of the conditions and premises for the formation of Pham Quynh's thoughts on the issue of building a national culture, and at the same time analyzes the most basic contents of that thought. The author of the thesis has pointed out that Pham Quynh has established systematic concepts to solve the problem of building a new culture for the Vietnamese people. On the one hand, Pham Quynh has explained fundamental cultural issues (such as the concept of culture, the relationship between culture and politics, the relationship between Eastern and Western cultures, the relationship between tradition and modernity), on the other hand, he has given specific directions for building a national culture (ideas, content, measures). Through that, the author of the thesis affirms Pham Quynh's contributions to the development of Vietnamese culture in the early years of the 20th century.
