The theme focuses on studying and clearing highlighting social and economic changes in Hai Duong city in integrated trend from 1997 to 2010, making clear the suitability and problems of current policies in social- economic development in Hai Duong city, which is the important foundation to perfect, correct or build new policies for social- economic development in general.

2. From result analysis, significance and effect of social and economic changes towards building and development of the country, many ideas, petitions are put forwards to industrialization and modernization of Vietnam's countryside.
