Summary of thesis results: Today, we open ourselves to the world through knowledge and technology. Biotechnology is considered the science and technology of the 21st century, the "field of the future." For the Military Medical Academy, biotechnology is also considered a key sector driving the Academy's development. However, due to the unique characteristics of the Military Medical Academy, which serves as both a training, research, and treatment center and a military organization that must always operate and fulfill its political tasks assigned by the Ministry of National Defense, building a sustainably developing Military Medical Academy and attracting human resources in biotechnology, especially specialized experts, still faces many difficulties and shortcomings that need to be addressed. Therefore, the author chose this research topic for the Master's thesis to provide the Academy's leadership with a basis for directing and developing programs and plans to attract and develop human resources in science and technology, specifically biotechnology, at the Military Medical Academy now and in the coming years. First, based on the theory of motivating human resources in science and technology, and general theories of science and technology, the author of the thesis delves into analyzing and explaining the concept of a "friendly work environment" with its constituent elements; the organic relationship between these elements is a necessary condition for creating a friendly work environment. Along with the central concept, the author analyzes and points out the content of other concepts with high persuasiveness, providing a basis for leading to the central concept of "friendly work environment." Next, the author of the thesis presents legal documents of the Party, the State, and the Military Medical Academy on the development of science and technology, particularly biotechnology, as a legal basis to ensure the activities of all organizations and individuals. Simultaneously, the study analyzes and clarifies the current state of strengths and weaknesses in infrastructure, human resources, and operations of the Military Medical Academy in the field of science and technology in general and biotechnology in particular, leading to the conclusion that creating a friendly working environment is necessary, correct, and feasible. Specifically, the author of the thesis relies on management theories on motivating and attracting science and technology personnel and the current situation of the Military Medical Academy to propose a systematic and highly persuasive system of solutions related to the management subjects in the object-subject relationship, leading to a common understanding on creating a friendly working environment at the Military Medical Academy. The solutions in the thesis are insightful analyses with a fairly comprehensive overview, suggesting a consistent approach when implementing this topic. 11. To the Military Medical University (MMU), the Board of Directors has seen the Biotechnology the major key in fostering the development of the University. The MMU, however, is not only a center for training, scientific research and treatment but also a military organization which is always under operation and carries out political missions assigned by the Ministry of Defense so it has many difficulties and inadequacies in building a stable development of MMU as well as in attracting science and technology human resources, especially experts on Medical Biotechnology. This is the reason for the Thesis's writer to choose this study with the hope that the Thesis will be a basis for Leaders of the Institute in steering, making plan for the attraction of Science and Technology Human Resource on Medical Biotechnology in MMU at present and the coming years. Firstly, based on the theory on creation of momentum for human resources in Science and Technology, general theories on Science and Technology, the writer of this thesis has profoundly analyzed and explained the term “favorable and friendly working environment” with its constituent factors; the organic relationship among its factors as the necessary condition to create a favorable and friendly working environment. Besides, the writer of the Thesis also analyzes other concepts to make it clear the inner connotation of these concepts with highly persuasive reasons. This will be a basis to the concept of “favorable and friendly working environment”. Next, the writer of the Thesis has produced a list of legal documents promulgated by the Party, Government, and MMU on the development of Science and Technology, Biotechnology which are the legal basis and guidelines for working and actions of people and organizations. The writer also points out the strong points as well as the weaknesses in infrastructure, human resources, and activities of MMU in Science and Technology in general and in Biotechnology in specific to draw up a conclusion in creating and making a favorable, friendly, and feasible working environment. The writer, especially, has relied on the management doctrine on creating momentum relationship to attract human resources in Science and Technology, the present conditions and practices of MMU to work out logical, intensive and highly persuasive solutions related to management objects in object and subject to have a unanimous agreement on creating a favorable and friendly working environment in MMU.
