Full name of student: Nguyen Thi Thu Ha 2. Gender: Female 3. Date of birth: August 8, 1980 4. Place of birth: Ha Nam 5. Decision to recognize student No.: 2551/2007/QD-XHNV-KH&SĐH dated November 2, 2007 by the President of the University of Social Sciences and Humanities, Vietnam National University, Hanoi. 6. Changes in the training process: None 7. Thesis topic: Creating a friendly working environment to attract human resources in science and technology in biotechnology in medicine (Case study of the Military Medical Academy). 8. Major: Science and Technology Management. Code: 60.34.72 9. Scientific supervisor: Associate Professor, Dr. Hoang Van Luong, Deputy Director of the Military Medical Academy. 10. Summary of the thesis results: Today we open the door to the world with knowledge and technology. In which biotechnology (BTO) is considered the science and technology of the 21st century, "the field of study of the future". For the Military Medical Academy (MMA), BTO is also considered by the Board of Directors as a key industry promoting the development of the Academy. However, with the unique characteristics of the MMA, it is both a training center, scientific research and treatment center and a military organization that must always operate and complete well the political tasks assigned by the Ministry of National Defense. Therefore, to build a sustainable development of the MMA, attracting human resources for science and technology in BTO, especially in-depth experts, there are still many difficulties and shortcomings that need to be further resolved. Therefore, the author has chosen the research topic for the Master's thesis to help the Academy's leaders have a basis for directing, building programs and plans to attract and develop human resources for science and technology in biotechnology at the present and future years of the Academy. First of all, based on the theory of motivating human resources for science and technology, general theories of science and technology, the author of the thesis deeply analyzes and explains "Friendly working environment" with its constituent elements; the organic relationship between the elements is a necessary condition to create a friendly working environment. Along with the central concept, other concepts are analyzed by the author, indicating their connotations with high persuasiveness as a basis leading to the central concept of "Friendly working environment". Next, the author of the thesis presents legal documents of the Party, the State and the Academy of Science and Technology on the development of science and technology, biotechnology as a legal basis to ensure the operation of all organizations and individuals. At the same time, the analysis clarifies the current situation of strengths and weaknesses in infrastructure, human resources and activities of the University of Science and Technology in general and the field of biotechnology in particular to come to the conclusion that creating a friendly working environment is necessary, correct and feasible. In particular, the author of the thesis relies on management theories on creating motivation to attract human resources in science and technology and the current situation of the University of Science and Technology to propose a system of methodical and highly convincing solutions related to management objects in the relationship between objects and subjects to reach a common voice on creating a friendly working environment at the University of Science and Technology. The solutions in the thesis are in-depth analyses with a fairly comprehensive coverage, suggesting synchronization when implementing this topic. 11. Practical applicability: (if any) The thesis helps leaders and managers of science and technology at the Military Medical Academy to issue more appropriate mechanisms, policies, and decisions to evaluate and effectively use human resources in science and technology in biotechnology. 12. Further research directions: (if any) Survey and find solutions to attract human resources in science and technology for the Military Medical Academy. 13. Published works related to the thesis: None

INFORMATION ON MASTER'S THESIS

1. Full name: Ha Thi Thu NGUYEN 2. Sex: Female 3. Date of birth: August 8, 1980 4. Place of birth: Ha Nam province 5. Admission decision number: 1551/2007/QD-XHNV-KH&SĐH Dated on November 2, 2007 promulgated by Director of University of Social Sciences and Humanities – Hanoi National University 6. Changes in academic process: None 7. Official thesis title: Making and creating a favorable and friendly working environment to attract Science and Technology Human Resource on Medical Biotechnology. (A Case study in Military Medical University) 8. Major: Science and Technology Management Code: 60.34.72 9. Supervisors: Associate Professor – Ph.D. Luong Van Hoang – Vice Director of Military Medical University. 10. Summary of the findings of the thesis: We now integrate into the world with knowledge and technology in which biotechnology is considered the major science and technology of the 21st Century – “the major of the future”. To the Military Medical University (MMU), the Board of Directors has seen the Biotechnology the major key in fostering the development of the University. The MMU, however, is not only a center for training, scientific research and treatment but also a military organization which is always under operation and carries out political missions assigned by the Ministry of Defense so it has many difficulties and inadequacies in building a stable development of MMU as well as in attracting science and technology human resources, especially experts on Medical Biotechnology. This is the reason for the Thesis's writer to choose this study with the hope that the Thesis will be a basis for Leaders of the Institute in steering, making plan for the attraction of Science and Technology Human Resource on Medical Biotechnology in MMU at present and the coming years. Firstly, based on the theory on creation of momentum for human resources in Science and Technology, general theories on Science and Technology, the writer of this thesis has profoundly analyzed and explained the term “favorable and friendly working environment” with its constituent factors; the organic relationship among its factors as the necessary condition to create a favorable and friendly working environment. Besides, the writer of the Thesis also analyzes other concepts to make it clear the inner connotation of these concepts with highly persuasive reasons. This will be a basis to the concept of “favorable and friendly working environment”. Next, the writer of the Thesis has produced a list of legal documents promulgated by the Party, Government, and MMU on the development of Science and Technology, Biotechnology which are the legal basis and guidelines for working and actions of people and organizations. The writer also points out the strong points as well as the weaknesses in infrastructure, human resources, and activities of MMU in Science and Technology in general and in Biotechnology in specific to draw up a conclusion in creating and making a favorable, friendly, and feasible working environment. The writer, especially, has relied on the management doctrine on creating momentum relationship to attract human resources in Science and Technology, the present conditions and practices of MMU to work out logical, intensive and highly persuasive solutions related to management objects in object and subject to have a unanimous agreement on creating a favorable and friendly working environment in MMU. The solutions mentioned in this thesis are profound analyzes with a relatively comprehensive coverage to make it feasible and practical in carrying out this thesis. 11. Practical applicability, if any: This Thesis helps leaders, managers in Science and Technology in MMU to promote mechanisms, policies, and right decisions to evaluate and effectively use of science and technology human resources on biotechnology. 12. Further research directions, if any: Making surveys and working out solutions to attract human resources in Science and Technology for MMU. 13. Thesis-related publications: None
