Summary of the results of the thesis: - Presenting some basic concepts related to the topic: first language, second language, mother tongue, foreign language, the distinction between them and the process of acquiring a second language contributes to determining the assessment object. - Providing an overview of: the role of language assessment testing in foreign language teaching and learning, for teachers and for learners. To design a good test, teachers must consider factors such as the object, purpose of a test, test content, student level, etc. - Surveying some textbooks for teaching Vietnamese to foreigners at the basic level. Draw out some comments and propose some contents to design a Vietnamese language teaching curriculum at the basic level, emphasizing the scope of Vietnamese knowledge for foreigners who are just learning, especially in 3 aspects: Phonetics, Vocabulary and Grammar. Based on survey data as well as experience in teaching Vietnamese to foreigners, we have also provided a list of 1000 basic vocabulary words and 100 basic Vietnamese grammar structures for the basic level. - Survey the Vietnamese proficiency assessment tests of foreigners learning Vietnamese at the basic level at some faculties and centers under the faculties, Hanoi and Ho Chi Minh universities, draw out the existing problems in the problem of testing and assessing Vietnamese proficiency in general and at the basic level in particular. - Try to design a test and assess the Vietnamese proficiency of foreigners learning Vietnamese at the elementary level in 4 skills: Listening, Speaking, Reading, Writing. 11. Practical applicability: Teaching and assessing Vietnamese proficiency of foreigners learning Vietnamese. 12.
