This thesis focuses on understanding the current situation of Japanese language education in primary schools in Vietnam, particularly in Hai Phong.

Japanese language education at the primary school level in Vietnam began with pilot programs in a select number of schools. After achieving positive results, the program was expanded to many schools nationwide, with an increasing number of students learning Japanese.

The Ministry of Education and Training has issued numerous guidelines and regulations to support this program. However, current documents focus too much on knowledge transmission without clarifying the educational goal of character building and the development of global citizens.

Regarding the current state of Japanese language teaching in Hai Phong, it has been developing rapidly thanks to international cooperation and the attention of the local government. Elementary school students here show interest in Japanese, recognizing its benefits in expanding their cultural knowledge and future opportunities. However, some students still lack clear direction.

Furthermore, the thesis also reveals a disparity in Japanese language training programs in Hai Phong, failing to meet the goals and directions set by the Ministry of Education for the primary school Japanese language program. The difficulties faced by students and parents when their children study Japanese, along with the shortcomings of a lack of highly qualified teachers, suitable teaching materials, and infrastructure, highlight the need for more teachers with specialized training to meet learning demands.

At the same time, the author proposed solutions to improve the quality of teaching, focusing on training and professional development for teachers, improving teaching methods, creating a positive learning environment, and building an educational program with the goal of character building for primary school students.

This thesis has significant practical applications in improving and developing Japanese language education programs in primary schools in Vietnam, particularly in Hai Phong. Below are some key points highlighting the practical applicability of this thesis.

This thesis provides a comprehensive and detailed overview of the current state of Japanese language teaching, offering specific recommendations to the Vietnamese Ministry of Education and Training. This paper focuses on understanding the actual situation of Japanese language education in elementary school in Vietnam, especially in Haiphong City.

Japanese language education at the primary-school-level in Vietnam began with a pilot program in selected schools. Upon positive results, the program was expanded to many schools throughout the country, which led to the number of students studying Japanese has increased.

The Ministry of Education and Training issues many guidance documents and regulations to support the program. However, the current documents focus too much on imparting knowledge without clarifying the educational goals of character building and developing global citizens.

The current state of Japanese language education in Haiphong is developing rapidly, thanks to international cooperation and the attention of the local government. Elementary school students in such places show interest in the Japanese language and believe that the language can help broaden their cultural knowledge and future opportunities. However, some students do not yet have a clear academic direction.

Furthermore, the paper shows that the gap in Haiphong's Japanese language training program does not meet the goals and direction of the primary

-school-level Japanese language program set by the Board of Education. The difficulties faced by students and parents in having their children study the Japanese language are challenging, in addition to the lack of highly qualified teachers, appropriate teaching materials, and infrastructure. In Hai Phong, therefore, more professionally trained teachers are required to meet learning needs.

Additionally, the authors proposed solutions to improve the quality of education by focusing on teacher training and professional development, improving teaching methods, creating a positive learning environment, and building educational programs aimed at building the character of elementary school students.
