This thesis focuses on studying the actual situation of Japanese language education in primary schools in Vietnam, especially in Hai Phong.

Japanese language education in primary schools in Vietnam started with pilot programs in selected schools. After achieving positive results, the program was expanded to many schools nationwide, with the number of students studying Japanese increasing.

The Ministry of Education and Training has issued many guidelines and regulations to support this program. However, current documents focus too much on imparting knowledge without clarifying the educational goal of building character and developing global citizens.

Regarding the current situation of Japanese language teaching in Hai Phong, it has been developing rapidly thanks to international cooperation and the attention of local authorities. Primary school students here show interest in Japanese, seeing its benefits in expanding cultural knowledge and future opportunities. However, some students still lack clear orientation.

In addition, the thesis also shows the difference in Japanese language training programs in Hai Phong that have not met the goals and orientations set by the Ministry of Education for the Japanese language program at the elementary level. The difficulties that students and parents encounter when their children study Japanese, along with the shortcomings of the lack of highly qualified teachers, suitable teaching materials, and infrastructure, Hai Phong needs more specialized teachers to meet the learning needs.

At the same time, the author has proposed solutions to improve teaching quality focusing on training and professional development for teachers, improving teaching methods, creating a positive learning environment and building educational programs with the goal of building personality for primary school students.

11. Practical application (if any):

This thesis has many possibilities for practical application in improving and developing Japanese language education programs in primary schools in Vietnam, especially in Hai Phong. Below are the highlights of the thesis's practical application.

The thesis provides an overview and details of the situation of Japanese language teaching, from which specific recommendations are made for the Ministry of Education and Training of Vietnam. Policy makers can rely on the analysis and solutions in the thesis to adjust and improve relevant guidelines and regulations, ensuring that the Japanese language education program focuses not only on knowledge but also on personality building and developing global citizens.

The thesis points out the current challenges such as lack of highly qualified teachers, lack of suitable teaching materials, and limited infrastructure. The solutions to improve the quality of Japanese language teaching proposed in the thesis such as intensive training for teachers, updating modern teaching methods, and building a positive learning environment can be applied to improve the quality of teaching.

Based on the shortcomings of the current training program, the thesis proposes the development and updating of teaching materials that are more suitable to the needs and levels of students. This can be applied to develop new teaching programs and learning materials, while ensuring that the content is not only rich but also attractive and effective.

The research in this thesis points out the difficulties that students and parents encounter, and from there proposes better support and counseling measures. Schools can apply these solutions to help students overcome learning barriers and motivate them to learn Japanese.

Japanese language education at the primary-school-level in Vietnam began with a pilot program in selected schools. Upon positive results, the program was expanded to many schools throughout the country, which led to the number of students studying Japanese has increased.

The Ministry of Education and Training issues many guidance documents and regulations to support the program. However, the current documents focus too much on imparting knowledge without clarifying the educational goals of character building and developing global citizens.

The current state of Japanese language education in Haiphong is developing rapidly, thanks to international cooperation and the attention of the local government. Elementary school students in such places show interest in the Japanese language and believe that the language can help broaden their cultural knowledge and future opportunities. However, some students do not yet have a clear academic direction.

Furthermore, the paper shows that the gap in Haiphong's Japanese language training program does not meet the goals and direction of the primary

-school-level Japanese language program set by the Board of Education. The difficulties faced by students and parents in having their children study the Japanese language are challenging, in addition to the lack of highly qualified teachers, appropriate teaching materials, and infrastructure. In Hai Phong, therefore, more professionally trained teachers are required to meet learning needs.

Additionally, the authors proposed solutions to improve the quality of education by focusing on teacher training and professional development, improving teaching methods, creating a positive learning environment, and building educational programs aimed at building the character of elementary school students.
