+ Studying the science and technology management system at the district level helps policymakers in state management of science and technology recognize the need to innovate the management organization to improve the effectiveness of science and technology management at the district level.

+ Survey the current state of the science and technology management system; policies and resources allocated to science and technology; and research and application activities in science and technology at the district level in Thanh Hoa province.

+ Develop requirements for human resources, finances, and infrastructure for the project.

Implement science and technology management at the district level. Resources come from central government policies, provincial leadership, and direct stakeholders.

+ Develop procedures and budget plans for the newly decentralized functional levels in the process of performing state management tasks in science and technology in the locality.

+ Enhance and improve working conditions.

+ Develop a standardized system for evaluating the performance of newly decentralized functions, including the functions and tasks of state management of science and technology at the local level.

+ Propose several solutions to improve the effectiveness of state management of science and technology at the district level in Thanh Hoa province, targeting those with needs, including macro-level and micro-level solutions.
