+ Research on the district-level science and technology management system helps policy makers in state management of science and technology realize the need to innovate management organization to improve the effectiveness of district-level science and technology management.

+ Survey the current status of the science and technology management system; policies, resources for science and technology and research and application activities of science and technology at district level in Thanh Hoa province.

+ Build human resource, financial and material needs for the work

Implementing science and technology management at district level. Resources from central policies, provincial leaders, and direct subjects.

+ Develop procedures and budget plans for levels with newly decentralized functions in the process of performing state management tasks on science and technology in the area.

+ Strengthen and improve working conditions.

+ Develop a system of standards to evaluate the implementation of newly decentralized functions, including the functions and tasks of state management of science and technology in the local area.

+ Propose some solutions to improve the effectiveness of state management of science and technology at district level in Thanh Hoa for those in need, macro solutions, micro solutions.
