This thesis establishes a theoretical framework for communication in the legislative process, encompassing concepts such as: law; legislative drafting; legislative drafting activities; communication; and communication in the legislative process. The thesis also compiles the Party and State's perspectives on legislative drafting and the dissemination of information related to legislative drafting. It analyzes the role of the press in general, and television in particular, in communicating the legislative drafting process of the National Assembly. A novel aspect of this thesis is the analysis of the communication activities of Vietnam National Assembly Television during the drafting of legal documents through specific television programs.

The thesis also presents the results of a detailed and thorough survey of media content on the Vietnam National Assembly Television channel in 2020. Simultaneously, it evaluates and identifies the strengths, weaknesses, and limitations of programs on legislative activities on the Vietnam National Assembly Television channel. Based on this, the author proposes several solutions and recommendations to improve the effectiveness of media communication on legislative activities on the Vietnam National Assembly Television channel. These are all fundamental solutions that can be immediately applied to the station's operations, such as innovation in program format and content; developing new program segments to meet the information needs of diverse audiences across all regions. In addition, there are long-term solutions such as improving the quality of the production team; strengthening coordination between the Vietnam National Assembly Television channel and other agencies and units; and building a network of collaborators.

This thesis has contributed to the theory of journalism and television journalism in participating in the legislative activities of the Vietnamese National Assembly. The practical solutions and measures proposed in this thesis will also contribute to improving television communication and raising awareness among the entire community regarding legislative work.

This thesis enriches research on the legislative work of the National Assembly, especially the role of the press in general and television in particular in this work. By raising citizens' awareness, television programs on legislative work will contribute to building a legal system that is consistent with the practical realities of national construction and defense.

The thesis builds up the theoretical basis of communication on the law-making process, including the concepts: law, law-making, law-making process, communication, propaganda on making and amending law.

The thesis also gathers the views of the Party and the State on the law-making process and propaganda on law-making process; analyze the role of the media in general and television in particular in the communication on the law-making process of the National Assembly.

A new point of the thesis is to analyze media activities of National Assembly Television in the process of making legal and sub-legal documents through specific TV programs.

The thesis also gives the results of a detailed and thorough survey of media contents on Vietnam National Assembly Television in 2020.

At the same time, there is an assessment, judgment, highlighting advantages as well as concerns of law-making programs on Vietnam National Assembly Television.

Since then, the author gives a number of solutions and recommendations to improve the communication efficiency on law-making process on Vietnam National Assembly Television.

These are all basic solutions that can be applied to Vietnam National Assembly Television's activities such as innovation in program form and content, building new programs to meet the information needs of audiences throughout Vietnam. Besides, there are long-term solutions such as improving the operational quality of the production team; strengthening coordination between Vietnam National Assembly Television with other agencies and units; build a network of collaborators.

The thesis has contributed to the theory of the Press and television in participating in law-making process of the National Assembly of Vietnam.
