The thesis has built a theoretical basis for communication in law-making activities, including the concepts: law; law-making; law-making activities; communication; communication in law-making activities. The thesis also gathers the views of the Party and the State on law-making work and propaganda work on law-making. Analyzes the role of the press in general and television in particular in communicating the law-making process of the National Assembly. The new point of the thesis is to analyze the communication activities of the Vietnam National Assembly Television in the process of building legal documents through specific television programs.

The thesis also presents detailed and thorough survey results on the media content on the Vietnam National Assembly Television channel in 2020. At the same time, there are assessments, comments, and points out the advantages as well as shortcomings and limitations of programs on law-making activities on the Vietnam National Assembly Television channel. From there, the author proposes a number of solutions and recommendations to improve the effectiveness of communication in law-making activities on Vietnam National Assembly Television. These are all basic solutions that can be immediately applied to the practical operations of the Station, such as innovation in program form and content; building new program caps to meet the information needs of many audiences across regions. In addition, there are long-term solutions such as improving the quality of production team activities; strengthening coordination between Vietnam National Assembly Television and agencies and units; building a network of collaborators.
