10. Summary of the thesis results:

In the current era of international economic integration, gender equality has become a common concern for most countries worldwide. Recognizing the importance of promoting gender equality, the Lao Party and State have identified it as one of the key objectives in the country's development program. However, the leadership and management skills of female civil servants in the Ministry of Labour and Social Welfare, in general, are still inadequate compared to the current reality. The role and position of women are still not properly appreciated. This is reflected in the low number of female civil servants working in state agencies, and especially in the limited number of women holding leadership positions, particularly high-ranking ones.

The female staff in the Lao Ministry of Labour and Welfare, and women in the Lao People's Democratic Republic in general, are increasingly having a voice not only in their families but also in social development and progress. The contributions of women are recognized by the Party and the State. Besides caring for their families' happiness, they strive to participate in economic activities, political and social work, and union activities; constantly learning and improving their knowledge to affirm their role, position, and responsibilities to their families and society.

Women constitute a vast social force, playing a crucial role in all areas of society. Therefore, the cause of mobilizing women is a task and responsibility of the entire political system, and a strategic undertaking of the revolution. In the current period of reform, resources must be mobilized to the maximum extent, especially human resources.

Innovating and strengthening the leadership of the Lao People's Revolutionary Party over women's affairs is a crucial requirement for socio-economic development and the comprehensive development of women in general, and for the Party committees at the Lao Ministry of Labour and Social Welfare in particular. The number and quality of female cadres in leadership and management positions in Laos have grown significantly.

During the national liberation struggle, women participated very actively in many activities. In the period of reform, women hold leadership positions in all fields of economics, culture, science and technology... The role of women is acknowledged and highly valued by the Lao People's Revolutionary Party.

However, in today's society, many women still suffer disadvantages. They constantly sacrifice for their families, endure hardships, and fulfill their responsibilities as virtuous wives, dutiful daughters-in-law, and capable mothers. They have very few opportunities to participate in social activities, and few opportunities to study and improve their education and professional skills.

Therefore, solutions are needed to enhance the role of women in human resource development management, such as regulating the retirement age for female managers; developing strategies for training, nurturing, and developing high-quality human resources; raising gender awareness; and providing opportunities for participation in the management system. These are necessary and important solutions that contribute to raising the status of women in the Lao Ministry of Labour and Social Welfare in particular and the issue of gender equality in general.

During the international economic integration today, the issue of gender equality has become the common concern of most countries around the world. Recognizing the importance of improving gender equality, the Lao Party and State have identified this as one of the key objectives in the development agenda of the country.
