In the current period of international economic integration, the issue of gender equality has become a common concern of most countries in the world. Recognizing the importance of promoting gender equality, the Lao Party and State have identified this as one of the important goals in the country's development program. However, the team of leading and managing civil servants in general; female civil servants in particular in the Ministry of Labor and Social Welfare still have many shortcomings in leadership and management capacity compared to the current reality. The role and position of women have not been properly assessed. This is reflected in the small number of female civil servants working in state agencies. In particular, the number of women holding leadership positions, especially high positions, is still limited.
The female staff in the Lao Ministry of Labor and Welfare in particular and women in the Lao People's Democratic Republic in general are increasingly having a voice not only for their families but also for the development and progress of society. The contributions of women are recognized by the Party and the State. In addition to taking care of family happiness, they also strive to participate in economic activities, participate in political - social work, and mass work; Always learn and improve their knowledge to affirm their role, position and responsibility to their families and society.
Women are a large social force, playing an important role in all social fields. Therefore, the cause of women's mobilization is the task and responsibility of the entire political system, a strategic task of the revolution. In the current period of innovation, resources must be mobilized to the maximum, especially human resources.
Innovation and strengthening the leadership of the Lao People's Revolutionary Party in women's work is an important requirement for the cause of socio-economic development and comprehensive development of women in general and the Party Committee at the Lao Ministry of Labor and Social Welfare in particular. The contingent of female cadres in Laos who are working in leadership and management has grown in both quantity and quality.
In the struggle for national liberation, women participated very actively in many activities. During the renovation period, women held leadership positions in all fields of economy, culture, science and technology... The role of women was recognized and appreciated by the Lao People's Revolutionary Party.
However, in today's society, there are still many disadvantaged women, they always sacrifice for their families, know how to endure, always fulfill their responsibilities as a good wife, a dutiful daughter-in-law, a good mother in the family. They have very few opportunities to participate in social activities, have few opportunities to study and improve their education and professional qualifications.
Therefore, it is necessary to have solutions to enhance the role of women in human resource management and development such as regulating the retirement age for female managers; training, fostering and developing quality human resources; raising gender awareness; opportunities to participate in the management apparatus. These are necessary and important solutions to contribute to enhancing the position of women in the Lao Ministry of Labor and Social Welfare in particular and the current issue of gender equality in general.
