- The thesis presents an overview of the system of viewpoints and policies of the Party, the State and the capital Hanoi on social policy. On that basis, the thesis analyzes in depth the policies, implementation process as well as the results of social policy in Hoang Mai district. The thesis evaluates the achievements, limitations and lessons learned from the practice of leadership and direction of social policy in Hoang Mai district from 2004 - 2014.

- Experiences drawn from the practical leadership process are suggestions to contribute to improving the effectiveness of social policies of Hoang Mai district according to the Party's policies and guidelines.
