- The thesis presents an overview of the system of viewpoints and policies of the Party, the State and the capital Hanoi on youth work. On that basis, the thesis analyzes in depth the policies, implementation process as well as the results of youth work in Hoang Mai district. The thesis evaluates the achievements, limitations and lessons learned from the practice of leadership and direction of youth work in Hoang Mai district from 2004 - 2014.

- The experiences drawn from the practical leadership process are suggestions to contribute to improving the effectiveness of youth work in Hoang Mai district according to the Party's policies and guidelines.

- In addition, the thesis can be used as a reference document for research on issues related to youth work under the leadership of the Hoang Mai District Party Committee.
