The content is presented by answering three questions: What does F. Herzberg's Two-Factor Theory address? What are the limitations of motivating lecturers at the Hanoi University of Interior Affairs according to F. Herzberg's Two-Factor Theory? What measures are proposed to motivate lecturers at the Hanoi University of Interior Affairs based on F. Herzberg's Two-Factor Theory? The thesis offers several practical solutions, implementation methods, and recommendations to the Ministry of Interior and the Hanoi University of Interior Affairs for effective application of these solutions.

This thesis provides a theoretical basis for F. Herzberg's Two-Factor Theory, highlighting its contributions and limitations when applied in practice; it assesses the current state of motivating lecturers at the Hanoi University of Interior Affairs based on F. Herzberg's Two-Factor Theory; and it proposes several measures that can be applied at the Hanoi University of Interior Affairs in particular, and at newly established higher education institutions within the national education system in general.

Thesis has indicated several applicable solutions, implementation methods and proposals for Hanoi University of Home Affairs.
