Firstly, this section introduces the characteristics of specialized archival documents and the authority to manage specialized archival documents for central-level state management agencies in charge of archives, as well as some public service units.

Secondly, it reflects the current reality of specialized archival document management authority in Vietnam, highlighting the difficulties and shortcomings that need to be addressed. Based on this, it analyzes the advantages and limitations of the current archival document management practices of the system of agencies.

Thirdly, we propose several solutions regarding the authority to manage specialized archival documents.

State agencies responsible for archives can use the results to issue legal regulations and specialized documents specifying the management of specialized archival materials.

Draft a Decree regulating the management of specialized archival documents.
