The thesis focuses on studying theoretical and practical issues related to the construction of job descriptions and competency frameworks at the Department of Natural Resources and Environment, Tan Yen district, Bac Giang province. Based on the existing problems in the actual process, as well as synthesizing and identifying the advantages of advanced models that have been applied in the world, the author proposes a process for constructing job descriptions according to the public service model and a competency framework according to the ASK model for the position of Head of the Department of Natural Resources and Environment, Tan Yen district, Bac Giang province.

The public service model and the ASK competency model are two advanced models applied to improve the quality of human resources, especially recruitment, training and effective job placement for each job position. Therefore, the implementation and application of these two models in the process of building a scientific organizational apparatus and effective administrative reform is an urgent requirement for the Department of Natural Resources and Environment in particular and state administrative agencies in general.

The research results of the thesis can be used as reference documents, theoretical basis and fundamental factors for organizations and units to build job descriptions and competency frameworks for scientific job positions.
