Second, with the supporting data, the thesis analyzed and clarified the current status of venture capital fund activities in Vietnam and at BIDV Bank as well as surveyed the demand for establishing a venture capital fund at BIDV Bank for 3 groups of subjects related to the establishment of an "Angel" venture capital fund at the bank, namely BIDV's leaders, a group of experts who have carried out innovative start-up activities, and individuals/organizations who have carried out innovative start-ups.

Third, the thesis proposed the “Angel” venture capital fund model for innovative start-up activities at BIDV. In the initial stage of fund formation, the fund should follow the closed fund model and have its own operating regulations that are not dependent on the Bank. The “Angel” venture capital fund follows the “closed” fund model with a limited operating period to be able to evaluate the operational efficiency to propose a conversion to an “open” fund model after completing the legal framework as well as establishing a team of personnel to perform fund management tasks. In addition, the author also proposed the conditions for implementing the “Angel” venture capital fund model at BIDV.
