Within the scope of this thesis, the author recommends a number of solutions to overcome barriers in the process of transforming activities towards autonomy of Research Institutes in the General Department of Defense Industry, focusing on the following barriers: Determining the direction of science and technology development of Research Institutes, implementing research topics, finance for science and technology activities, infrastructure for science and technology activities and administrativeization in science. The proposed solutions include: Redefining the autonomous nature of science and technology organizations and the philosophy of macro-management of science and technology; The State and the Ministry of National Defense limit the assignment of science and technology topics; encourage and facilitate the implementation of science and technology topics according to the proposals of science and technology organizations; Eliminate the decentralization of science and technology research topics and minimize administrative procedures in science and technology activities; focus on funding sources for science and technology activities of research institutes and have a policy of paying scientists appropriately; Ensure adequate infrastructure conditions for research institutes to carry out scientific and technological activities.
