10. Summary of thesis results:
Firstly, the thesis has systematized and continued to supplement the theoretical basis on the policy of using human resources for Research and Development (R&D) in S&T organizations and enterprises; This issue is really necessary in the context of globalization and the important role of R&D activities in enterprises today.
Second, the thesis evaluates the human resource policies at the National Printing Factory: Human resource management policies are framed in the regulations and rules of state-owned enterprises, so there are many shortcomings such as unreasonable salary and bonus regimes, labor management methods that are not suitable for the nature of the work, and inadequate work allocation and human resource arrangement... Human resource training and development policies are not systematic and professional, there are no forms of encouragement for learning and regulations on human resource use after training.
Third, from the assessment of this situation, the thesis has proposed a number of solutions for policy innovation to improve the service quality of R&D human resources at the National Printing Factory: Change the human resource management policy from management by daily working hours to management by work results, creating conditions for proactive working time for R&D human resources due to the nature of the work. It is necessary to build a new salary regime that is more suitable for each job position. Eliminate the overly formal reward regime and replace it with practical reward regimes: cash, creating conditions for research development... Rebuild the policy of assigning work and evaluating human resources more accurately and closely with forms for evaluating the quality of employees in groups or individually. The training process needs to be urgently built in a professional and systematic manner with 4 main steps: identifying training needs, planning training, organizing implementation and evaluating training results. Paying attention to training a team of specialists to do training work is also an essential solution to improve the quality of consulting, building and implementing training policies. Innovating policies to encourage learning and regulations on the use of human resources after training.

The thesis estimates the policy of using research and development (R&D) human resources at Vietnam National Banknote Printing Plant: The policy of human resource management is framed in the regulations of state-owned enterprises so it contains many problems such as: Unreasonable salary and compensation, labor management methods are not suitable, work and personnel allocation is not adequate ... Training and development policies have not been published. There are no forms of study encouragement and post employment training regulations.
From the review of this situation, the thesis proposed several solutions for using policy innovation to improve the quality of R&D personnel at National Banknote Printing Plant: Changing the policy of human resource management (From day-to-day management to work-based management). Creating a new salary scheme that is more appropriate for each position. Abolish incentive schemes rather than formal incentives such as cash, facilitation of research development, etc. Rebuild policy on job assignment and human resource evaluation more accurately and closely. (Forms of staff quality assessment or individual assessment). The training process needs to be urgently built in a professional manner with four main steps: identification of training needs, training planning, implementation organization and evaluation of training results. The training of dedicated staff in training is also an essential solution in order to improve the quality of counseling, formulation and implementation of training policies.
