10. Summary of thesis results:

- The thesis has provided theoretical and practical basis related to the research problem. That is the access to information of Nam Dinh public about the issue of new rural construction through the press.

- Based on the theoretical issues that have been developed, the thesis has surveyed the opinions of the Nam Dinh public, studied the ways of accessing information including frequency, purpose, content of access and the way the public interacts with information accessed through the press. Combined with in-depth interviews with the public, the thesis has shown that the Nam Dinh public's access to information about new rural construction plays an important role in helping the rural appearance in localities across the province to become more and more prosperous.

- From the theoretical and practical foundations studied, the thesis has put forward a number of basic conclusions and solutions for the Nam Dinh public and press agencies to improve and enhance the quality of public access to information such as: Stimulating the development of the need to access information on new rural construction of the Nam Dinh public; Enhancing the public's initiative in accessing information on new rural construction; Enhancing the awareness and responsibility of the press, especially the local press, in promoting the right to access information of the public on new rural construction; Strengthening the mechanism of monitoring and social criticism of the press to improve the effectiveness of information access of the Nam Dinh public on new rural construction. These solutions must be implemented synchronously and regularly for communication work to be effective.

11. Practical application:

The research results have the potential to be applied in conveying information about new rural construction to the public of central and local press agencies.

From the results of this study, it is possible to develop a more in-depth research direction to access information of specific public groups with a particular type of press.

Combining with in-depth interviews with the public, the thesis has shown that access to information by the Nam Dinh public on new rural construction plays an important role in flourishing the rural face of localities in the province.

- From the basis of theoretical and practical research, the thesis has proposed with some basic conclusions and solutions for Nam Dinh public and the press agencies to improve and enhance the quality of access to information such as: stimulating the development of information demand for new rural areas construction of Nam Dinh public; Improve public initiative in accessing information on new rural areas development; Raising the press agencies' awareness and responsibility for promoting the public's right to build new rural areas especially the local press agencies; Strengthening the social monitoring and criticism mechanism of the press to improve the effectiveness of the public information technology of Nam Dinh public construction. These solutions must be implemented in a synchronous and regular manner so that the communication can be effective.
