- Based on the established theoretical framework, the thesis surveyed the opinions of the public in Nam Dinh, exploring how they access information, including frequency, purpose, content, and how they interact with information received through the press. Combined with in-depth interviews with the public, the thesis demonstrated that the public's access to information regarding the new rural development program in Nam Dinh plays a crucial role in improving the appearance of rural areas throughout the province.

Based on the theoretical and practical research conducted, the thesis has drawn some basic conclusions and solutions for the public in Nam Dinh and the press agencies to improve and enhance the quality of public access to information, such as: Stimulating the development of the public's need to access information about rural development in Nam Dinh; Enhancing public initiative in accessing information about rural development; Strengthening the awareness and responsibility of the press, especially local press, in promoting the public's right to access information about rural development; Strengthening the mechanism of social monitoring and criticism by the press to improve the effectiveness of public access to information about rural development in Nam Dinh. These solutions must be implemented synchronously and regularly to ensure effective communication.

Combining with in-depth interviews with the public, the thesis has shown that access to information by the Nam Dinh public on new rural construction plays an important role in flourishing the rural face of localities in the province.

- From the basis of theoretical and practical research, the thesis has proposed with some basic conclusions and solutions for Nam Dinh public and the press agencies to improve and enhance the quality of access to information such as: stimulating the development of information demand for new rural areas construction of Nam Dinh public; Improve public initiative in accessing information on new rural areas development; Raising the press agencies' awareness and responsibility for promoting the public's right to build new rural areas especially the local press agencies; Strengthening the social monitoring and criticism mechanism of the press to improve the effectiveness of the public information technology of Nam Dinh public construction. These solutions must be implemented in a synchronous and regular manner so that the communication can be effective.
