1. Mục đích và đối tượng nghiên cứu của luận án

- Mục đích nghiên cứu của luận án:

Nghiên cứu làm sáng tỏ quá trình thực hiện nâng cao chất lượng sinh hoạt của các tổ chức cơ sở đảng ở Đảng bộ tỉnh Quảng Ninh từ năm 2005 đến năm 2015. Qua đó, luận án rút ra một số kinh nghiệm lịch sử có giá trị tham khảo đối với Đảng bộ tỉnh Quảng Ninh trong quá trình thực hiện nâng cao chất lượng sinh hoạt tổ chức cơ sở đảng hiện nay.

- Đối tượng nghiên cứu của luận án:

Luận án nghiên cứu quá trình nâng cao chất lượng sinh hoạt tcủa các tổ chức cơ sở đảng (đảng bộ, chi bộ cơ sở) ở Đảng bộ tỉnh Quảng Ninh trên địa bàn tỉnh Quảng Ninh từ năm 2005 đến năm 2015.

2. Các phương pháp nghiên cứu đã sử dụng

Trên cơ sở phương pháp luận của chủ nghĩa Mác - Lênin, Luận án sử dụng chủ yếu là phương pháp lịch sử và phương pháp logic. Phương pháp lịch sử được ưu tiên sử dụng nhiều hơn ở các chương 1,2,3. Phương pháp logic được ưu tiên nhiều hơn ở chương 4. Ngoài ra trong toàn Luận án đều cố gắng kết hợp với hai phương pháp đó và còn kết hợp sử dụng phương pháp một số phương pháp phổ biến trong nghiên cứu khoa học xã hội và nhân văn như tổng kết, so sánh, khảo sát thực tiễn, thống kê… để giải quyết nhiệm vụ đặt ra của đề tài Luận án.

3. Các kết quả chính và kết luận

3.1. Các kết quả chính

- Làm rõ các yếu tố tác động đến nâng cao chất lượng tổ chức cơ sở đảng của Đảng bộ tỉnh Quảng Ninh từ năm 2005 đến năm 2015 như điều kiện tự nhiên, kinh tế xã hội; thực trạng tổ chức cơ sở đảng của Đảng bộ tỉnh Quảng Ninh và chủ trương của Đảng Cộng sản Việt Nam về sinh hoạt tổ chức cơ sở đảng.

- Làm rõ quan điểm, chủ trương của Đảng bộ tỉnh Quảng Ninh về nâng cao chất lượng sinh hoạt tổ chức cơ sở đảng từ năm 2005 đến năm 2015.

- Phân tích được quá trình nâng cao chất lượng sinh hoạt tổ chức cơ sở đảng ở Đảng bộ tỉnh Quảng Ninh từ năm 2005 đến năm 2015.

- Bước đầu tổng kết thực tiễn lịch sử, khẳng định những ưu điểm, hạn chế và rút ra một số kinh nghiệm về thực hiện nâng cao chất lượng sinh hoạt tổ chức cơ sở đảng ở Đảng bộ tỉnh Quảng Ninh nhằm góp phần vào công tác xây dựng Đảng giai đoạn hiện nay.

3.2. Kết luận

Trong thời kỳ đẩy mạnh công nghiệp hóa, hiện đại hóa và hội nhập quốc tế, cùng với cả nước, Đảng bộ, chính quyền và nhân dân tỉnh Quảng Ninh đã không ngừng phấn đấu, nỗ lực để xây dựng Quảng Ninh thành một tỉnh giàu đẹp, văn minh. Những kết quả đạt được của công tác nâng cao chất lượng sinh hoạt tổ chức cơ sở đảng trong thời gian 2005 – 2015 của Đảng bộ tỉnh đã góp phần thúc đẩy sự phát triển chung của tỉnh Quảng Ninh. Nghiên cứu quá trình nâng cao chất lượng sinh hoạt của các tổ chức cơ sở đảng ở Đảng bộ tỉnh Quảng Ninh từ năm 2005 đến năm 2015, bước đầu có thể nhận thấy:

1.Đảng bộ tỉnh Quảng Ninh đã nhận thức đúng đắn về nâng cao chất lượng sinh hoạt tổ chức cơ sở đảng là nhiệm vụ quan trọng trong công tác xây dựng Đảng nhằm nâng cao năng lực lãnh đạo và sức chiến đấu của Đảng bộ, đặc biệt trong giai đoạn tỉnh Quảng Ninh đang chuyển đổi cơ cấu kinh tế mạnh mẽ và đất nước đẩy mạnh thực hiện công nghiệp hóa, hiện đại hóa cùng với hội nhập quốc tế. Vì vậy, Đảng bộ tỉnh Quảng Ninh đã hết sức chú trọng công tác lãnh đạo thực hiện nhiệm vụ nâng cao chất lượng sinh hoạt tổ chức cơ sở đảng, nhất là từ năm 2005 đến năm 2015. Quá trình lãnh đạo thực hiện nâng cao chất lượng sinh hoạt tổ chức cơ sở đảng của Đảng bộ tỉnh Quảng Ninh thời gian từ 2005 đến 2015 trải qua hai giai đoạn:

Giai đoạn từ năm 2005 đến năm 2010 là 5 năm kể từ Đại hội Đảng bộ tỉnh Quảng Ninh lần thứ XII (2005) đến Đại hội Đảng bộ tỉnh Quảng Ninh lần thứ XIII (2010) và cùng với cả nước tiếp tục thực hiện công cuộc Đổi mới đất nước toàn diện với những bước đi vững chắc. Công tác xây dựng tổ chức cơ sở đảng nói chung và nâng cao chất lượng sinh hoạt tổ chức cơ sở đảng nói riêng của Đảng bộ tỉnh Quảng Ninh thời gian này được thực hiện theo tinh thần Nghị quyết Đại hội lần thứ X của Đảng (2006); Hướng dẫn số 57-HD/BTCTW (16/3/2006) của Ban Tổ chức Trung ương về một số vấn đề nâng cao chất lượng sinh hoạt chi bộ; Hướng dẫn số 05-HD/TW (2006) của Ban Tổ chức Trung ương về nội dung sinh hoạt chi bộ trong các loại hình tổ chức cơ sở đảng; Chỉ thị số 10-CT/TW (3/2007) của Ban Bí thư về “Nâng cao chất lượng sinh hoạt chi bộ”. Đảng bộ tỉnh Quảng Ninh thực hiện nâng cao chất lượng sinh hoạt TCCSĐ chủ yếu thể hiện qua Nghị quyết Đại hội Đảng bộ tỉnh lần thứ XII (2005) và được cụ thể hóa bằng một số nghị quyết, văn bản như: Chương trình hành động số 13-CT/TU, ngày 22/10/2007 về thực hiện Nghị quyết Trung ương 5 khóa X “Về tiếp tục đổi mới phương thức lãnh đạo của Đảng đối với hoạt động của hệ thống chính trị”; Chương trình hành động số 18-CTr/TU (4/2008); Nghị quyết Trung ương 6 (khóa X) về “Nâng cao năng lực, sức chiến đấu của tổ chức cơ sở đảng và chất lượng đội ngũ cán bộ, đảng viên”; Chương trình số 02-CTr/TU “Tạo bước chuyển biến mạnh về xây dựng chỉnh đốn Đảng giai đoạn 2006-2010” (2008).

Giai đoạn từ năm 2010 đến năm 2015, phát huy những thành quả của giai đoạn trước, công tác thực hiện nâng cao chất lượng sinh hoạt tổ chức cơ sở đảng của Đảng bộ tỉnh Quảng Ninh được đẩy mạnh. Dưới sự chỉ đạo của Nghị quyết Đại hội lần thứ XI của Đảng (2011); Nghị quyết Trung ương 4 khóa XI (2012) về “Một số vấn đề cấp bách trong xây dựng Đảng hiện nay”; Hướng dẫn số 09-HD/BTCTW (2012) về nội dung sinh hoạt chi bộ trong các loại hình tổ chức cơ sở đảng; Nghị quyết Đại hội Đảng bộ tỉnh Quảng Ninh lần thứ XIII (2010), Đảng bộ tỉnh đẩy mạnh việc thực hiện nâng cao chất lượng sinh hoạt tổ chức cơ sở đảng hơn giai đoạn trước. Bên cạnh đó, việc đẩy mạnh nâng cao chất lượng sinh hoạt tổ chức cơ sở đảng còn được thể hiện trong: Nghị quyết số 08-NQ/TU ngày 15/7/2013 về Một số giải pháp ngăn chặn, đẩy lùi tình trạng suy thoái về chính trị, tư tưởng, đạo đức lối sống trong một bộ phận cán bộ, đảng viên; Nghị quyết số 10-NQ/TU, ngày 05/12/2013 về Đổi mới phương thức lãnh đạo của Đảng; tinh giản bộ máy, biên chế; Đề án Nâng cao chất lượng sinh hoạt chi bộ của Tỉnh ủy (2014); Nghị quyết số 19-NQ/TU ngày 03/03/2015 về đổi mới phương thức, nâng cao năng lực lãnh đạo, sức chiến đấu của Đảng; thực hiện tinh giản bộ máy, biên chế.

2.Đảng bộ các cấp, đội ngũ đảng viên cùng nhân dân các dân tộc tỉnh Quảng Ninh thực hiện nghiêm túc, đầy đủ và có hiệu quả sự chỉ đạo và các kế hoạch mà Đảng bộ tỉnh đề ra. Từ năm 2005 đến năm 2015, hoạt động nâng cao chất lượng sinh hoạt tổ chức cơ sở đảng đạt nhiều kết quả đáng ghi nhận. Những kết quả này góp phần quan trọng vào những thành tựu đạt được về phát triển kinh tế - xã hội của địa phương và cơ sở; làm bộ mặt của tỉnh thay đổi tích cực, ổn định bộ máy chính quyền ở cấp cơ sở; đời sống vật chất tinh thần của nhân dân trong toàn tỉnh được nâng cao.

3. Quá trình thực hiện nâng cao chất lượng sinh hoạt tổ chức cơ sở đảng của Đảng bộ tỉnh Quảng Ninh từ năm 2005 đến năm 2015, đã nổi lên một số ưu điểm quan trọng: Một là, Đảng bộ tỉnh Quảng Ninh luôn quán triệt nghiêm túc, vận dụng chủ trương của Đảng về nâng cao chất lượng sinh hoạt tổ chức cơ sở đảng vào thực tiễn Đảng bộ, đề ra chủ trương nâng cao chất lượng sinh hoạt tổ chức cơ sở đảng phù hợp; Hai là, Đảng bộ tỉnh Quảng Ninh luôn bám sát chủ trương, thực tiễn để chỉ đạo nâng cao chất lượng sinh hoạt tổ chức cơ sở đảng với nội dung, hình thức phong phú, phù hợp; Ba là, Đảng bộ tỉnh Quảng Ninh chú trọng chỉ đạo thực hiện nghiêm túc các nguyên tắc, quy trình và đảm bảo tính lãnh đạo, tính chiến đấu, tính giáo dục trong sinh hoạt tổ chức cơ sở đảng; Bốn là, Đảng bộ tỉnh Quảng Ninh đã thực hiện mở rộng dân chủ, nhất là dân chủ trực tiếp, đồng thời đề cao vai trò của cấp ủy đặc biệt là người đứng đầu tổ chức cơ sở đảng trong sinh hoạt đảng; Năm là, Đảng bộ tỉnh Quảng Ninh chú trọng nâng cao chất lượng sinh hoạt tự phê bình và phê bình, đẩy mạnh xây dựng, hoàn thiện mô hình tổ chức cơ sở đảng và tạo nguồn phát triển đảng viên, xóa thôn, bản “trắng” chưa có đảng viên, chưa có chi bộ; Sáu là, Đảng bộ tỉnh Quảng Ninh chỉ đạo thực hiện sâu rộng và hiệu quả cuộc vận động “Học tập và làm theo tấm gương đạo đức Hồ Chí Minh” trong tất cả các tổ chức cơ sở đảng và toàn tỉnh; Bảy là, những thành tựu trong nâng cao chất lượng sinh hoạt tổ chức cơ sở đảng của Đảng bộ tỉnh Quảng Ninh từ năm 2005 đến năm 2015 đã góp phần vào sự phát triển kinh tế - xã hội của tỉnh Quảng Ninh.

Bên cạnh đó, trong quá trình thực hiện nâng cao chất lượng sinh hoạt của các tổ chức cơ sở đảng ở Đảng bộ tỉnh Quảng Ninh từ năm 2005 đến năm 2015 cũng còn những hạn chế nhất định: Một là, về vai trò lãnh đạo của cấp ủy trong tổ chức cơ sở đảng chưa được chú trọng; Hai là, nội dung, hình thức sinh hoạt tổ chức cơ sở đảng chưa thực sự đổi mới; Ba là, việc thực hiện nguyên tắc, qui trình sinh hoạt tổ chức cơ sở đảng ở một số nơi còn chưa đồng bộ, thống nhất; Bốn là, việc chỉ đạo thực hiện thí điểm bầu trực tiếp các chức danh cấp ủy tại Đại hội Đảng bộ cấp cơ sở còn một số hạn chế. Năm là, trong đánh giá chất lượng và khen thưởng tổ chức cơ sở đảng, chi bộ và đảng viên còn thiếu chặt chẽ và chưa kịp thời.

4.Từ nghiên cứu những thành công và chưa thành công, những ưu điểm và hạn chế trong quá trình thực hiện nâng cao chất lượng sinh hoạt của các tổ chức cơ sở đảng ở Đảng bộ tỉnh Quảng Ninh từ năm 2005 đến năm 2015, bước đầu nghiên cứu sinh rút ra được những kinh nghiệm lịch sử hết sức quý báu, có giá trị lý luận và thực tiễn sâu sắc: Một là, tăng cường công tác giáo dục chính trị, tư tưởng nâng cao nhận thức cho cán bộ, đảng viên của Đảng bộ tỉnh Quảng Ninh về vị trí, vai trò của sinh hoạt tổ chức cơ sở đảng. Hai là, thường xuyên duy trì nền nếp sinh hoạt cấp uỷ, tổ chức cơ sở đảng và nâng cao chất lượng điều hành sinh hoạt tổ chức cơ sở đảng. Ba là, đổi mới nội dung, hình thức sinh hoạt TCCSĐ theo hướng cụ thể, thiết thực, hiệu quả. Bốn là, thực hiện nguyên tắc tập trung dân chủ đồng thời phát huy trí tuệ tập thể trong sinh hoạt tổ chức cơ sở đảng. Năm là, quản lý, duy trì sinh hoạt Đảng đối với đảng viên theo Quy định 76 chặt chẽ, hiệu quả.

5.Trong hoàn cảnh lịch sử mới, mặc dù còn những hạn chế nhất định, nhưng những thành tựu của công tác thực hiện nâng cao chất lượng sinh hoạt của các tổ chức cơ sở đảng ở Đảng bộ tỉnh Quảng Ninh từ năm 2005 đến năm 2015 góp phần thực hiện thành công công tác xây dựng Đảng, qua đó hoàn thành nhiệm vụ chính trị ở địa phương. Đó chính là cơ sở để đẩy mạnh hoạt động nâng cao chất lượng sinh hoạt tổ chức cơ sở đảng nói riêng và nhiệm vụ xây dựng tổ chức cơ sở đảng nói chung, góp phần hoàn thành thắng lợi trong công tác xây dựng Đảng trong giai đoạn tiếp theo.

1. Thesis purpose and objectives

- Thesis purpose:  

The thesis researches the process of improving the quality of grassroots organizations' activities in Quang Ninh Provincial Party Committee from 2005 to 2015. Thereby, the thesis draws some valuable historical experience ​​for Quang Ninh Provincial Party Committee in the process of improving the quality of grassroots organizations' activities today.

- Thesis objectives:

The thesis researches the process of improving the quality of grassroots organizations' activities (party committee, party cell) in Quang Ninh Provincial Party Committee in Quang Ninh province from 2005 to 2015.

2. Research methods

Based on the methodology of Marxism - Leninism, the thesis uses mainly historical and logical methods. The historical method is preferred for use in chapters 1,2,3. The logical method takes precedence over chapter 4. In addition, the thesis tries to combine with those two methods and also uses some common methods in social science research and humanities such as summation, comparison, practical surveys, statistics etc to carry out the thesis tasks set out.

3. Major results and conclusions

3.1. Major results

          - Clarify the factors affecting the quality of the grassroots party organization of Quang Ninh Provincial Party Committee from 2005 to 2015 such as natural and socio-economic conditions; the situation of party grassroots organization of Quang Ninh province Party Committee and the policies of the Communist Party of Vietnam on the grassroots organizations' activities.

- Clarify the views and policies of the Quang Ninh Provincial Party Committee to improve the quality of grassroots organizations' activities from 2005 to 2015.

- Analyze the process of improving the quality of grassroots organizations' activities in Quang Ninh Provincial Party Committee from 2005 to 2015.

- Initially summing up the historical reality, affirming the advantages and limitations and drawing some lessons on implementation of improving the quality of grassroots organizations' activities in Quang Ninh Provincial Party Committee in order to contribute to party building nowadays.

3.2. Conclusions 

During the period of industrialization, modernization and international integration, along with the whole country, the Party Committee, the authorities and the people of Quang Ninh province constantly strive to build Quang Ninh into a rich and beautiful province. The results of the improvement of the quality of grassroots organizations' activities,  during the period 2005-2015 of the provincial Party Committee have contributed to promoting the overall development of Quang Ninh province. Researching the process of improving the quality of life of grassroots party organizations in Quang Ninh Provincial Party Committee from 2005 to 2015, initially can understand:

The Quang Ninh Provincial Party Committee has correctly perceived the improvement of the quality of grassroots organizations' activities, which is an important task in building the Party in order to improve its leadership and fighting power, especially in the period of Quang Ninh province is changing a strong economic structure and the country is promoting the implementation of industrialization and modernization along with international integration. Therefore, Quang Ninh Provincial Party Committee has paid special attention to the leadership to implement the task of improving the quality grassroots organizations' activities, especially from 2005 to 2015. The process of leadership to improve the quality of grassroots organizations' activities in Quang Ninh Provincial Party Committee from 2005 to 2015 went through two period:

The period from 2005 to 2010 is 5 years from the 12th Provincial Party Congress of Quang Ninh (2005) to the 13th Provincial Party Congress of Quang Ninh (2010) and the whole country continues to perform public works. Comprehensive national reform with firm steps. The construction of grassroots organizations in general and the improvement of the quality of grassroots organizations' activities, in particular of Quang Ninh Provincial Party Committee in this period were carried out in the spirit of the Resolution of the Tenth Party Congress (2006); Instruction No. 57-HD/BTCTW (March 16, 2006) of the Party Central Committee on a number of issues to improve the quality of the Party cell; Instruction No. 05-HD/TW (2006) of the  Party Central Committee on the contents of Party cell in various types of party grassroots organizations; Directive No. 10-CT/TW (3/2007) of the Secretariat on "Improving the quality of Party cell’s activities". Quang Ninh Provincial Party Committee enhances the quality of grassroots organizations' activities mainly expressed through Resolution of the 12th Quang Ninh Provincial Party Congress (2005) and is concretized by a number of resolutions and documents such as: Directive No. 13-CT/TU, (October 22, 2007) on the implementation of the 5th plenum of the Party Central Committee Resolution X "Continuing to renovate the Party's leadership mode for the operation of the political system"; Action Program No. 18-CTr/TU (April 2008); Central Resolution 6 (Session X) on "Improving the leader capacity, fighting ability of grassroots party organizations and the quality of cadres and party members"; Program No. 02-CTr/TU "Creating a dramatic change in the construction and reorganization of the Party period 2006-2010" (2008).

In the period from 2010 to 2015, promoting the achievements of the previous period, the work of improving the quality of grassroots organizations' activities in the Quang Ninh Provincial Party Committee has been promoted. Under the direction of the Resolution of the 11th Party Congress (2011); Central Resolution 4 of Session XI (2012) on "Some urgent issues in building Party in the current "; Instruction No. 09-HD/BTCTW (2012) on the contents of Party cells in various types of party grassroots organizations; Resolution of the 13th Quang Ninh Provincial Party Congress (2010), the provincial Party Committee promoted the implementation of improving the quality of grassroots organizations' activities more than the previous period. In addition, promoting the improvement of the quality of grassroots organizations' activities  is also reflected in: Resolution No. 08-NQ/TU (July 15, 2013) on “A number of solutions to prevent and reverse the political, ideological and ethical downturn in a part of cadres and party members”; Resolution No. 10-NQ/TU (December 5, 2013) on “Renewing the mode of leadership of the Party; streamlining the apparatus and staffing”; Proposal on “Improving the quality of Party cell’s activities” of the Provincial Party Committee (2014); Resolution No. 19-NQ/TU (03/03/2015) on “Renovating methods, improving leadership and fighting capacity of the Party; streamlining the apparatus and payroll”.

2. The Provincial Party Committee at all levels, the contingent of party members and the people of all ethnic groups in Quang Ninh seriously, fully and effectively conduct the direction and plans set by the provincial Party Committee. From 2005 to 2015, activities to improve the quality of  achieved remarkable results. These results significantly contribute to the achievements of socio-economic development at the locality and grassroots level; make the face of the province change positively and stabilize the government apparatus at the grassroots level; material and spiritual life of the people in the whole province was improved.

3. The process of implementing the quality improvement of grassroots organizations' activities of Quang Ninh Provincial Party Committee from 2005 to 2015 has emerged some important advantages: Firstly, the Quang Ninh Provincial Party Committee has always strictly grasped, applying the Party's policy on improving the quality of grassroots organizations' activities to the Party Committee's practice, proposing a policy to improve the quality grassroots organizations' activities; Second, the Quang Ninh Provincial Party Committee always follows the guidelines and practices to direct and improve the quality of grassroots organizations' activities with rich and appropriate content and forms; Third, the Quang Ninh Provincial Party Committee focuses on directing the serious implementation of the principles, processes and ensuring the leadership, fighting, and education in the quality grassroots organizations' activities; Fourthly, the Quang Ninh Provincial Party Committee has implemented democratic expansion, especially direct democracy, and highly appreciated the role of the party committee, especially the head of grassroots organizations' activities; Fifthly, Quang Ninh Provincial Party Committee focuses on improving the quality of self-criticism and criticism activities, promoting the building and perfecting the model of grassroots institutions and creating sources for the development of party members, eliminating the "blank" villages of party member, no party cell.; Sixth, Quang Ninh Provincial Party Committee directed the intensive and effective implementation of the campaign "Study and follow Ho Chi Minh's moral example" in all  grassroots organizations and the whole province; Seventh, the achievements in improving the quality of grassroots organizations' activities in Quang Ninh Provincial Party Committee from 2005 to 2015 have contributed to the socio-economic development of Quang Ninh province.

In addition, in the process of improving the quality of grassroots organizations' activities in Quang Ninh Provincial Party Committee from 2005 to 2015, there were certain limitations: Firstly, on the leadership role of the Party Committee in CIs have not been focused; Secondly, the content and form of the grassroots organizations' activities are not really innovative; Thirdly, the implementation of the principles and processes of the grassroots organizations' activities in some places is not synchronized and uniform; Fourthly, the directing of pilot implementation of direct election of party-level titles at the grassroots Party Congress has some limitations. Fifthly, in assessing the quality and rewarding the grassroots organizations, the Party cell and Party members are still tight and not timely.

4. From the researches of successes and failures, the advantages and limitations in the implementation process of improving the quality of the grassroots organizations' activities in Quang Ninh Provincial Party Committee from 2005 to 2015, initially the author will draw some valuable historical experiences with profound theoretical and practical values: Firstly, strengthening political education and ideological awareness raising for cadres and party members of Quang Ninh Provincial Party Committee on the position and role of grassroots organizations' activities. Secondly, regularly maintaining the routine of grassroots organizations' activities and improving the quality of running grassroots organizations' activities. Thirdly, renovating the contents and forms of grassroots organizations' activities towards specific, practical and effective ways. In the new historical context, although there are certain limitations, but the achievements of the work of improving the quality of the grassroots organizations' activities in Quang Ninh Provincial Party Committee from 2005 to 2015 contributed successfully implementing the Party building work, thereby fulfilling the political tasks in the locality. That is the basis for promoting activities to improve the quality of the grassroots organizations’s activities in particular and the task of building party grassroots organizations in general, contributing to the successful completion of the Party building work in the next period.
