10. Tóm tắt các kết quả của luận văn:

Luận văn đã nghiên cứu toàn bộ lý luận về tổ chức hoạt động thông tin thư viện nói chung và làm sáng tỏ lý luận về tổ chức hoạt động của thư viện công cộng cấp tỉnh nói riêng. Cụ thể đã nghiên cứu sâu khái niệm tổ chức hoạt động và tổ chức hoạt động thông tin-thư viện; Nghiên cứu vai trò của tổ chức hoạt động thông tin- thư viện; Các yếu tố tác động tổ chức hoạt động thông tin thư viện; Các tiêu chí đánh giá hiệu quả hoạt động của thư viện. Đồng thời cũng nghiên cứu một cách toàn diện Cơ sở thực tiễn về tổ chức hoạt động tại thư viện tỉnh Lai Châu; Vai trò của tổ chức hoạt thông tin đối với Thư viện tỉnh Lai Châu. Đặc biệt, luận văn đã nghiên cứu và phân tích một cách sâu sắc và toàn diện về thực trạng tổ chức hoạt động của Thư viện tỉnh lai châu trong các hoạt động nghiệp vụ như: Hoạt động phát triển vốn tài liệu; Xử lý tài liệu; Tổ chức kho và bảo quản vốn tài liệu; Tạo dựng Các sản phẩm và dịch vụ thông tin thư viện của Thư viện tỉnh; Thực trạng các yếu tố tác động đến hiệu quả hoạt động của Thư viện tỉnh có đánh giá hiệu quả công tác tổ chức hoạt động của Thư viện tỉnh Lai châu trên cơ sở các tiêu chí  về vốn tài liệu, về tần  suất sử dụng thư viện, về mức độ hài lòng của cán bộ và người dùng tin, về sự quan tâm của địa phương đối với thư viện, về tác động của Thư viện tỉnh đối với việc phát triển kinh tế & xã hội và về sự tham gia các hoạt động và chương trình của địa phương có những nhận xét những ưu điểm, hạn chế và nguyên nhân  về công tác tổ chức hoạt động của Thư viện tỉnh Lai Châu.Trên cơ sở nghiên cứu lý luận và thực tiễn về công tác tổ chức hoạt động của Thư viện tỉnh Lai châu, luận văn cũng đã đưa ra được một hệ thống các giải pháp nhằm nâng cao hiệu quả hoạt động cho Thư viện tỉnh như hoàn thiện chính sách bổ sung cho Thư viện. Nâng cao nhận thức, vai trò của tổ chức hoạt động; Nâng cao trình độ đội ngũ cán bộ; Đào tạo người dùng tin.  Tăng cường đầu tư Kinh phí và cơ sở vật chất; Phát triển vốn tài liệu trong thư viện; Tăng cường Ứng dựng công nghệ hiện đại;  Nâng cao chất lượng sản phẩm và dịch vụ;  Đẩy mạnh hoạt động Maketing cho thư viện; Đào tạo người dùng tin.

11. Khả năng ứng dụng trong  thực tiễn:

Trên cơ sở các nhóm giải pháp mà luận văn đưa ra, Thư viện tỉnh Lai Châu nói riêng và thư viện các tỉnh Miền núi nói chung có thể áp dụng vào thực tế nhằm nâng cao hiệu quả hoạt động của thư  viện đáp ứng nhu cầu dùng tin của người dùng tin

Nghiên cứu xây dựng mô hình hoạt động cho thư viện, tủ sách cơ sở ở những vùng kinh tế khó khăn.

Nghiên cứu có chế chính sách cho hoạt động của thư viện

11. Summary of the dissertation’s results

The dissertation has analyzed all theories of libraries’ information operational organization in general and clarified the theories of the operational organization of public libraries in particular. For example, the dissertation has analyzed profoundly the definition of operational organization and information-library operational organization; the importance of the information-library operational organization; factors which impact on the information-library operational organization; criteria to judge the effectiveness of libraries. The dissertation has also analyzed comprehensively the practical basis of the information-library operational organization in Lai Chau Province; the importance of the information-library operational organization to the Library of Lai Chau Province. Especially, the dissertation has analyzed and studied profoundly and comprehensively the actual situation of the information-library operational organization of the Library of Lai Chau in professional activities such as: the development of materials sources; the processing of materials; the organization of storehouses and the preservation of materials sources; the building of library information products and services for the Provincial Library; the actual situation of factors affecting the operational effectiveness of the Provincial Library and the assessment of the operational organization of Lai Chau Provincial Library based on the criteria of materials sources, the using frequency of the library, the level of satisfaction of officials and users, the attention paid to the library by the local community, the impacts of the Library on the economic and social development and also the participation in local activities and programs along with comments on the weaknesses, the strengths and the causes regarding the operational organization of Lai Chau Provincial Library. Based on the study of the actual situation and the theories of the operational organization of Lai Chau Provincial Library, the dissertation has put forward a sets of solutions to the improvement of the Provincial Library’s operational effectiveness such as the improvement of additional policies for the Library; raising the awareness and the importance of the operational organization; improving officials’ professional skills and training the library’s users; raising the investment in the Budget and Facilities; developing materials’ sources in the library; enhancing the application of modern technologies; improving the quality of services and products; improving marketing activities for the library; and training the library users.

12. Practical applicability, if any:

Based on the solutions that the thesis put forward, Lai Chau Provincial Library particularly and public libraries in the mountainous areas generally can apply into library’s operation in order to improve the efficiency of organization and operation.

13. Further research directions, if any:

Develop an operation model for public libaries and bookcases in mountainous areas.

Look at the improvement of policies aimed at developing public library system in the northern mountainous areas.
