The thesis focuses on the concepts of innovation, policy, research universities and scientific research results. The thesis has analyzed and evaluated the current status of innovation activities at Vietnamese universities in general and Hanoi National University in particular. Currently, universities have paid more attention to and focused on the research function in addition to the training function, and there has been a clear development in basic research at universities. However, the application of scientific research results into practice still faces many difficulties and limitations, not commensurate with the potential of universities.

The thesis emphasizes the research university model. In the development trend of universities in the world, research universities play a major role and contribute to the intellectual property value chain created by the university sector. The philosophy of the policy to promote innovation is that universities have autonomy and are responsible for all their activities (human resources, finance, policies, etc.), which is also associated with the research university model.

10. Summary of the findings of the thesis:

The thesis focuses on conceptions such as innovation, policy, research university, and scientific research results. The thesis provides analysis and evaluation on practical status of innovation in universities in Vietnam and in the Hanoi National University particularly. Till now, research has gained greater attention by universities as one of their functions besides training function. Fundamental research has greatly developed among universities. However, there have been difficulties and obstacles in applying research results into practice, which makes the application of research results into practice inadequate to the potentials of universities. The thesis highlights the model of research university. Lessons from international practice shows that research university plays an important role in and provides great contribution to intelligent property value chain generated by universities. Autonomy and self-responsibility is the main philosophy of the policy for promoting innovation in universities. University should be autonomous and self-responsible for their activities (in all aspects, such as human resources, finance, policy…). Autonomy and self-responsibility are also the main characters of research university.
