This thesis examines the system of legal norms in Vietnamese legal documents related to the management and use of electronic documents and the storage of electronic documents; and the practical aspects of drafting legislation on the management and use of electronic documents in administrative activities. Based on this, the author suggests several solutions to improve the effectiveness of drafting legal documents on the management of electronic documents, contributing to the gradual improvement of the legal framework in this field.

This study has systematically compiled the Party's directives and the State's regulations on electronic documents and electronic document archiving, pointing out the limitations and shortcomings in the legal regulations on electronic document management and recommending solutions to improve the legal framework in this field. Furthermore, this research can serve as a reference for students majoring in Archival Studies.

This research focuses on the theoretical aspects of electronic documents and electronic document storage; explores solutions for improving legal regulations on electronic document management in the public administration sector; and examines legal and technical solutions for building an electronic document management system.
