Currently, there are many media that the Party and the State have created favorable conditions to support to serve the people such as free printed newspapers, ethnic language radio and television programs. In particular, television with its unique advantages is considered one of the most effective means for the H'Mong people. Television plays an important role as an information channel to meet the requirements of promoting the cause of economic, cultural, social, security and defense development of the Northwestern provinces. Television programs in general and H'Mong language television in particular have been making many positive contributions to propagating the Party and State's policies and guidelines to the majority of H'Mong people, contributing to improving the lives of the people in all aspects, fighting against the false arguments of hostile and counter-revolutionary forces that are taking advantage to sabotage the Party, causing negative influences and hindering the socio-economic development of the region.
Although there are many advantages, it must be admitted that Hmong language television programs still have limitations such as the content is not rich and diverse, the timeliness is not high, the images are sometimes not beautiful, reducing the quality of the program, and not fully promoting the effectiveness of communication for the Hmong ethnic group. These limitations are the issues that need to be studied and solutions proposed to overcome promptly in order to bring quality and attractive television programs to the Hmong audience.
The innovation of the method of producing Hmong language television programs for the Hmong ethnic group is an urgent activity that needs to be focused on. Units need to organize the production of programs with practical content, appropriate transmission methods, and better serve the Hmong public. However, up to now, there has not been any in-depth scientific research on Hmong language television programs for the Hmong ethnic group in the Northwest. That is why the author chose the topic "Hmong language television program for Hmong ethnic people in the Northwest region”to research, with the desire to make correct assessments of the current situation, find out the causes of the limitations, propose solutions to promote the effectiveness of the Hmong language television program for the Hmong ethnic group in the Northwest in particular and the Hmong ethnic group in Vietnam in general.
The thesis is a research work that specifically addresses the Hmong language television program for the Hmong people in the Northwest. Hopefully, the research results of the thesis will enrich the theoretical system of our country's press on television programs for ethnic minorities in general and the Hmong people in particular.
