Summary of the results of the thesis: In Chapter 1, the thesis analyzed and systematized the concepts of press and media such as: mass media, mass media... In addition, based on the systematization of the Party and State's guiding views on the press, the thesis author analyzed the requirements and tasks of the press and media in informing and propagating the Party's and State's policies and guidelines and the Government's directives in the current period. This is an issue that has been mentioned but has not been systematized in books, magazines, and research works on press and media in recent times. In Chapter 2, with the method of direct survey of reading, monitoring and analyzing news works and reports of the Vietnam Online Program (Editorial Board of Current Affairs, VTC Digital Television Station) from May 2008 to May 2010), the thesis stated and analyzed the current situation of the content and form of the Vietnam Online Program. The author of the thesis clearly stated that the Vietnam Online Program has followed the initial criteria such as: updated, accurate information, in line with the propaganda orientation on the policies and guidelines of the Party, the State and the Government's executive instructions. However, besides the encouraging initial successes, the content of the Vietnam Online Program is still simple, focusing on providing "reception and diplomatic" information on the activities of the Party, the State and the Government leaders. On the other hand, some programs lack news and reports that highlight the voices from the grassroots, highlight the opinions and feedback of the people... along with the conventional way of presentation that has caused boredom for the public. In Chapter 3, the thesis has proposed recommendations and solutions to improve the quality of the Vietnam Online Program. The proposed solution is comprehensive and consistent in nature, which is to raise awareness and coordination between the leaders of the Government Electronic Information Portal, the leaders of VTC Digital Television Station and the leaders of the Editorial Board of the Vietnam Online Program. The solutions mentioned above have a practical basis and can be applied in practice to improve the quality of the content and form of the Vietnam Online Program. 11. Practical applicability: The thesis contributes to a more correct understanding of the position and role of the mass media - especially the Vietnam Online Program - in the information and propaganda work on the activities of the Government. Through a survey and evaluation of the content of the Vietnam Online Program in 2 years (from May 2008 to May 2010), the thesis helps those implementing the program to correctly evaluate the successes achieved, draw lessons and make recommendations to implement the program more effectively in the future. 12. Further research directions: Due to time and research limitations of the topic, the thesis has only addressed some aspects of this topic. Many issues need to be further studied, such as: theories about changes in the objective situation leading to changes in the way of propagating the policies of the Party, the State and the direction of the Government; or the issue of building a common standard for press agencies in providing information on this important field... 13. Besides that, based on viewpoints of the Party and State about media, thesis'author analyzes requirements and tasks of its in information and communication for Party and State's policies as well as Government's administrations in the current period. Although being mentioned, this issue has not been systematically clear in books, magazines or researchs about media during the pass. - In the second chapter, by the method of survey directly as: reading, monitoring and analyzing news and reportages of Vietnam Online program (News Department, Vienam Digital Television) from 5th May 2008 to 5th May 2010, thesis has shown and analyzed the situation of content and form of Vietnam Online program. The author has clearly stated that this program was followed the main goals, such as: updating and accurating in informations; following truly the orientation of the Party and State as well as administration of Government in communications, etc. However, the contents of this program are simple, heavy on informations likely activities of “reception” or “diplomacy” of Party, State and Government. On the other hand, some programs were lacking of interested informations and reportages or could not show the voices from the grassroot levels. Its poor expression also makes boring to audiences. - In the third chapter, the thesis outlines the proposals and solutions to improve the quality of Vietnam Online program, such as: increasing awareness and cooperation among leaders of Portal e-Government, Vietnam Digital Television and Vietnam Online program. 12. Practical applicability: - The thesis contributes to correctly aware about position and roles of mass media, especially Vietnam Online program in informations and communications for Government' activities. Through the survey, analyzed about Vietnam Online's contents in two years, thesis helps authors of this program to review correctly achievements, cast experiences and offer suggestions to make the program more effectively in the future. 13. Further research directions: Due to limited time and limited research, the thesis only reviews some aspects of this subject. Many issues should be studied further, such as: matters of a general standard for media agencies in information and communication about one important area as plocies of Party and State as well as the administration of Government, etc. 14.
