This thesis focuses on clarifying fundamental issues concerning intellectuals and the mobilization of intellectuals in the construction of new rural areas; particularly the general policies and guidelines of the Party, and of Ha Tinh province in particular, regarding the construction of new rural areas, and analyzes and clarifies the challenges facing intellectuals in this process.

This study surveys and evaluates the current state of the results of mobilizing intellectuals in the construction of new rural areas in Ha Tinh province during the period 2010-2013, highlighting the achievements and limitations that need to be overcome in the future.

Based on that, the thesis proposes directions and practical solutions to improve the mobilization of intellectuals in the construction of new rural areas in the period 2014-2020. Specifically, it analyzes and clarifies the requirements for mobilizing intellectuals to meet the new situation.

Besides the first, summary parts, reference document catalogs, the dessert includes three chapters.

The dessert concentrates to explain the basic proplems about knowledge and knowledge movement in building new rural, especially is policies , policies of the party in general and Ha Tinh provincenin particular about building new rural, analyze and explain the proplems to the knowledge in building new rural.

Examining, evaluating real result the knowledge encouragement in building new rural in Ha Tinh period 2010-2013, listing the results gained and the limited needs surmount in the next time.

Base on it, the dessertation lays down quarters and the practical solutions to elevate the knowledge encouragement in building new rural period 2014-2020. In which. Analysing and demonstrating the demanding about the knowledge encouragement to satisfy with new situation.
