The thesis focuses on clarifying the basic issues of intellectuals and intellectual mobilization in new rural construction; especially the policies of the Party in general and of Ha Tinh province in particular on new rural construction, analyzing and clarifying the issues raised for intellectuals in new rural construction.
Survey and evaluate the current status of intellectual mobilization work in new rural construction in Ha Tinh in the period of 2010 - 2013, point out the achieved results and limitations that need to be overcome in the coming time.
On that basis, the thesis proposes directions and practical solutions to improve intellectual mobilization work in new rural construction in the period of 2014 - 2020. In particular, it analyzes and clarifies the requirements for intellectual mobilization work to respond to the new situation.

The dessert concentrates to explain the basic proplems about knowledge and knowledge movement in building new rural, specially is policies , policies of the party in general and Ha Tinh provincenin particular about building new rural, analyze and explain the proplems to the knowledge in building new rural.
Examining, evaluating real result the knowledge encouragement in building new rural in Ha Tinh period 2010-2013, listing the results gained and the limited needs surmount in the next time.
