+ Identify the conditions and foundations for the formation of the agricultural economic development guidelines of the Thai Thuy District Party Committee (Thai Binh province).
+ Systematizing the guidelines and policies of the Central Party Committee, the Thai Binh Provincial Party Committee, and the leadership of the Thai Thuy District Party Committee on agricultural economics from 2000 to 2010;
+ Restoring the picture of agricultural economic development in Thai Thuy district through the periods 2000-2005 and 2006-2010;
+ To identify the strengths and weaknesses in the leadership process of the District Party Committee, and to draw some lessons for the Party's leadership work in the following years.
