+ Systematize the policies and guidelines of the Central Party Committee, the Thai Binh Provincial Party Committee and the leadership of the Thai Thuy District Party Committee on agricultural economy from 2000 to 2010;
+ Restore the development picture of Thai Thuy district's agricultural economy through the periods 2000 - 2005 and 2006 - 2010;
+ Point out the advantages and limitations in the leadership process of the District Party Committee, and at the same time draw some experiences on the Party's leadership work in the following years.
