The thesis has focused on clarifying the theoretical basis related to the mechanism of proposing and selecting scientific research topics according to the current science and technology policy. Based on the analysis and assessment of the current status of scientific research activities and the application of scientific research results in Bac Lieu province, the thesis has identified the causes leading to many scientific research results not being applied in practice, including the causes originating from the current mechanism of proposing and selecting scientific research topics. Through that assessment, the thesis proposes a number of feasible solutions, including the solution of innovating the mechanism of proposing and selecting scientific research topics according to the ordering principle to improve the effectiveness of applying research results in practice.

This thesis has primarily focused on clarifying the theoretical basis related to the suggested and selecting mechanism of scientific - research topics depending on the recent science – and – technology policies. Based on the analyzing and assessing sistuations of the scientific research and applying its results at Bac Lieu province, the thesis has underlined that principal roots which lead to a considerable number of non-applied research results that are relatively involved in the latest national proposal and selecting mechanism of scientific research. According to this evaluation, the thesis proposed several feasible solutions including the innovation of the scientific – research suggestion and selecting mechanism based on the order principle to improve efficiency of applying research results to practice.
