The first,The thesis has scientifically systematized the leadership of the Ha Nam Provincial Party Committee in implementing the movement to build cultural villages from 2001 to 2011.

Second, the thesis emphasizes the leadership process of the Ha Nam Provincial Party Committee in implementing the movement to build cultural villages in Ha Nam province according to the policy of the Communist Party of Vietnam affirmed in the Central Resolution 5 (July 1998) (VIII Term):"Promoting the movement to build cultural villages, hamlets, communes and wards"to:"Building an advanced Vietnamese culture imbued with national identity".At the same time, the results achieved in the movement to build cultural villages in Ha Nam province not only have strategic significance in building and developing the economy, culture and society of Ha Nam province, but also affirm the correctness, creativity and flexibility in the policies and guidelines of the Communist Party of Vietnam on "Building an advanced Vietnamese culture imbued with national identity".

Third, the thesis has summarized some achievements, limitations and drawn some key lessons from the process of the Ha Nam Provincial Party Committee leading the construction of cultural villages from 2001 to 2011, as a basis for the Party Committee to continue to lead and promote the movement of building cultural villages in the period of 2011 - 2015. In addition, a full, objective and scientific assessment of the process of leading the implementation of the movement of building "Cultural Villages" by the Ha Nam Provincial Party Committee will contribute to further perfecting the concretization of the correct guidelines of the Communist Party of Vietnam for each locality, including Ha Nam province.

Firstly, thesis scientific system of the leadership of Ha Nam Provincial Party performed movement building cultural villages from 2001 to 2011.

Secondlly, thesis emphasizes the leadership of Ha Nam Provincial Party performed movement to build cultural village in Ha Nam Province in accordance with the policy of the Communist Party of Vietnam was confirmed in Central Resolution 5 (May 7-1998) (Course VIII): "To accelerate the movement to build villages, hamlets, communes culture" to "Building Vietnam cultural advanced, imbued with national identity". In addition, the results obtained in the movement to build cultural village in Ha Nam Province are not only meaningful strategies to build and develop the economy, culture and society of Ha Nam Province, but also confirms the correctness, creativity, flexibility in policies and guidelines of the Communist Party of Vietnam on "Building Vietnam cultural advanced, imbued with national identity".

Thirdly, thesis outlines a number of achievements, limitations and draws some lessons learned mainly from the Ha Nam Provincial Party leaders build cultural villages period from 2001 to 2011, as a basis for Party continued leadership strengthened the movement to build cultural villages period 2011 - 2015.
