10. Summary of the thesis results:

This thesis examines US policy regarding the realization of the ASEAN Community in general, analyzing the advantages, disadvantages, opportunities, and challenges to find solutions to promote the timely establishment of the ASEAN Community by December 31, 2015, and to strengthen ASEAN-US relations in the new context. Accordingly:

- As the world's leading superpower, in the early decades of the 21st century, the United States intensified its "rebalancing in Asia" strategy, pursuing a policy of strengthening cooperation with ASEAN and participating extensively in mechanisms, forums, and cooperation frameworks initiated and led by ASEAN. US policies were generally positive, demonstrated by strong support for ASEAN's efforts to realize the ASEAN Community across all three pillars: political-security, economic, and socio-cultural.

- Cooperation between the US and ASEAN is within the framework of the common dialogue that ASEAN promotes with its partners around the world and is in line with ASEAN's overall policy of expanding and deepening ASEAN's dialogue for peace, cooperation, and development in the region. Therefore, the policies that the US has announced, committed to, and implemented towards ASEAN have, to some extent, helped ASEAN to concretize this common policy. However, within that framework, US policies also create impacts, both favorable and unfavorable, on the process of realizing the ASEAN Community. These impacts partly reflect the current priorities of the US in ASEAN cooperation. Fundamentally, these advantages and disadvantages always exist and are intertwined, creating certain opportunities and challenges for ASEAN.

In this context, ASEAN needs to demonstrate its proactive role, transforming difficulties and challenges into opportunities to serve the process of realizing the ASEAN Community. ASEAN will continue to implement a policy of strengthening and deepening relations with the United States, especially by upgrading ASEAN-US relations to a new level, continuing to engage the US in cooperation in all fields, mobilizing all US contributions in these areas, and supporting ASEAN's central role in the evolving regional structure. ASEAN needs to leverage the US voice on the South China Sea issue to develop its own appropriate strategy, contributing positively to more effective handling of the South China Sea issue.

- As an active member of ASEAN, Vietnam needs to participate effectively in cooperation frameworks between the US and ASEAN, effectively implement the ASEAN-US Action Plan, and take advantage of the conditions, commitments, and support that the US provides to the ASEAN Community, especially in the South China Sea issue, and strengthen ASEAN's central role. In the future, the US presence and participation in the region will become increasingly prominent. Therefore, Vietnam in particular and ASEAN in general need to make strategic calculations in the medium and long term to maximize the benefits that the US brings to the region.

- Serving practical foreign affairs work, especially in handling ASEAN-US relations at the ASEAN Department, Ministry of Foreign Affairs.

- As one of the world's great powers, in the first decade of the 21st century, the US execute its strategy of “rebalancing to Asia", while implementing its policies of strengthening cooperation with ASEAN and deeply involved in the ASEAN-led mechanisms and framework. The US policy is generally positive, expressed strong support for the efforts of ASEAN in realizing the ASEAN Community on three pillars: political-security, economic, cultural and socio-culture.

- Cooperation between the United States and ASEAN is within ASEAN's frameworks and ASEAN's common policy of promoting relations and cooperation with partners for peace, cooperation and development in the region. Therefore, the policies toward ASEAN that the US publicizes, committed and implemented have helped to concretize the above mentioned general policy of ASEAN. However, within that framework, the US policy also creates the impact, both favorable and unfavorable, for the process of realization of the ASEAN Community. The impact somehow reflects the current priorities of US cooperation in ASEAN. Basically, the advantages and difficulties still exist, overlap, and they will create certain opportunities and challenges for ASEAN.

- In this context, ASEAN should demonstrate their active role, turning the difficulties and challenges into opportunities to serve the process of realization of the ASEAN Community. ASEAN will continue to implement their policies of broadening and deepening their relationship, especially to upgrade ASEAN-US relations to a new level, further entice the US to cooperate in all fields while mobilizing the US contribution in these fields, and support the ASEAN's Centrality in evolving regional structures. ASEAN needs to enlist the voice of the US on South China Sea issue to help them develop their own appropriate policy responses in this issue, contributing actively to promote a more efficient process of handling South China Sea issue.

- As an active member of ASEAN, Vietnam should participate effectively in the framework of cooperation between the US and ASEAN, effective implementation of the ASEAN-US Plan of Actions, taking advantage of the conditions, commitment, support supported by the United States for the ASEAN Community, especially in the South China Sea issue and ASEAN's Centrality. In the future, the presence and involvement of the US in the region will become clearer. Therefore, Vietnam in particular and ASEAN in general should build their strategic visions in the medium and long run to maximize the benefits that the United States delivers to the region.
