- Analyze the need to train and foster the team of communal-level civil servants and at the same time clarify the viewpoints of the Party and Government in building the team of cadres in the new period; introduce the experience of training and fostering cadres in some advanced countries in the world and some major cities in Vietnam.
- Assess the current status of training and fostering of commune-level civil servants in Ha Tinh from the leadership role of Party committees and authorities at all levels, the coordination of sectors and unions, training, inspection, supervision, investment funding, policies to support training and fostering work and the results achieved in the past while clearly pointing out the existing limitations and causes that need to be overcome.
