Topic"Training and professional development of commune-level officials and civil servants in Ha Tinh province - Current situation and solutions"It consists of 3 chapters and 16 sections, focusing on the following topics:

- Analyze the necessity of training and developing the team of commune-level officials and civil servants, while clearly stating the Party and government's viewpoint on building a team of officials in the new era; introduce experiences in training and developing officials in some advanced countries around the world and some major cities of Vietnam.

- Assessing the current state of training and professional development for commune-level officials and civil servants in Ha Tinh province, considering the leadership role of Party committees and authorities at all levels, the coordination of various departments and organizations, training, inspection, and supervision, investment funding, policies supporting training and professional development, and the results achieved in the past; while also identifying shortcomings, limitations, and causes that need to be addressed.

- Propose 10 groups of solutions and recommendations to competent authorities at all levels, from central ministries and agencies to local authorities, to better implement the training and development of commune-level officials and civil servants to meet the requirements of the country's reform process.

11Practical applications: Through this research, managers will gain a more comprehensive understanding of the current situation of commune-level civil servants in Ha Tinh province, predict future development trends, and develop solutions to further improve the quality of training and development for commune-level civil servants. 12Further research directions:

Based on an analysis of the current situation in a province, a comprehensive study of the training and development of commune-level officials and civil servants will be conducted to provide a basis for submitting to the Government a plan for training and development of commune-level officials and civil servants. This will ensure uniformity across all ministries, sectors, and localities in developing training plans, allocating funds, and organizing implementation.

Entitled "Training and retraining of civil servants commune, Ha Tinh province - Situation and Solutions," includes three chapters, 16 of which focus more in depth content:

- Analysis of the need for training staff of communal cadres also explains the views of the Party, the government in the construction of staff in the new era; introduction DTBD experience of staff in several advanced countries in the world and one of Vietnam's major cities.

- Assessment of the status of training of communal cadres in the province of Ha Tinh from the leadership of the Party committees at all levels of government, coordination of sectoral unions, training, testing, monitoring, investment funds, and support the policies and outcomes DTBD achievements in recent years also indicate the existence limitation, causes need to be addressed.

- Propose 10 solutions and recommendations to the competent authorities from the central to local industry to implement a better team work DTBD communal cadres to meet the requirements before the innovation of the country.

The possibility of practical application: Through research topics help managers have a more comprehensive view of the painting in Ha Tinh commune-level cadres present and forecast the development trend in the coming period to the oriented solutions to further improve the quality of communal cadres DTBD. From the analysis of the status of a province to study an overview of the situation of communal cadres DTBD work as a basis the Government issued DTBD scheme for unified communal cadres in all ministries, sectors and localities to planning training, funding arrangements and organizational implementation.
