Based on the theoretical framework of training in general and job-specific training in particular, and drawing from practical assessments of training at the local level, this thesis focuses on analyzing the causes of limitations in the training of officials and civil servants. From this, the thesis proposes several solutions to apply and improve job-specific training to enhance the quality of officials and civil servants at the commune level in general and in the research area in particular.
And for this training to be successfully implemented, a comprehensive system of solutions is needed, encompassing institutional frameworks, technical factors, and the awareness and mindset of both trainers and participants.

The research findings of this thesis can serve as a reference and a theoretical basis for leaders and managers in training to determine an effective training method for their unit to enhance the capacity of their staff and civil servants.

11. Summary of the findings of the thesis:
On a theoretical basis for training in general and training placement in particular jobs and the actual assessment from the training locally, focusing thesis research to find the cause analysis restrictions led to the training of cadres and civil servants. Since then, the thesis proposes some solutions to apply and complete the training placement to enhance job quality contingency of cadres, civil servants in general and on particular research area.
And to be able to successfully apply the training need to have a system of coordinated solutions from institutional, technical factors, cognitive and psychological training workers and people participating in the training.

The study results of the thesis can be reference material, theoretical basis for the leaders, managers to choose a method of effective training for their units to help improve the work efficiency and quality of human resources.
