11. Summary of thesis results:
Firstly, the thesis focused on studying basic theoretical issues to develop the content; studying necessary concepts related to the topic such as the concept of policy, public policy, public policy implementation, factors affecting public policy; social protection policy; concepts of barriers, overcoming barriers in implementing social protection policy.
Second, the main task of the thesis is to analyze and evaluate the implementation of social protection policies in a central district of Hanoi - Ba Dinh district, thereby identifying barriers in implementing social protection policies in Ba Dinh district. From the results of research and practical surveys, it is possible to see the basic barriers affecting the effectiveness of policy implementation, such as: some policies show limitations and negative impacts (lack of consistency, backwardness, not closely following reality); staff implementing policies are both weak and lacking; financial and material resources are still limited, not enough for effective implementation; policy dissemination and propaganda work is still weak, people lack the necessary information to fully understand the content and meaning of the policy, etc.
Third, from analyzing the current status of social protection policy implementation to barriers in policy implementation, the thesis has proposed some basic solutions to overcome those barriers, contributing to improving the effectiveness of social protection policy implementation in Ba Dinh district in particular and districts in Hanoi city in general.
12. Practical applicability: The research results from the thesis can serve as a basis for policy makers to propose more reasonable policies to help implement social protection policies more effectively.
