10. Summary of the thesis results:

In their research, the author of this thesis arrives at the following conclusions:

- Firstly, democracy is both a goal and a driving force for social development in general, and is essential in the process of building a socialist rule of law state in Vietnam.

Secondly, to improve the effectiveness of implementing the Ordinance on Democracy at the commune, ward, and town levels, it is necessary to implement solutions in a coordinated manner, closely adhering to the reality and specific political requirements and tasks of the locality.

- Thirdly, the implementation of the Ordinance on Democracy at the commune, ward, and town levels must go hand in hand with strong reforms of administrative procedures, strongly promoting the involvement of all levels of government, the entire political system, and the exemplary and pioneering role of cadres and Party members. The supervisory role of the people over the activities of the government from the village level to the commune and town levels must be maximized. The implementation of the Law on Democracy must be closely linked to the tasks of socio-economic development, ensuring security and national defense; building cultural life in residential areas; and the process of industrialization and modernization of agriculture and rural areas.

11. Practical applications:

- The conclusions drawn from this thesis contribute to an accurate assessment of the implementation of the Ordinance on Democracy in communes, wards, and towns in Yen Thanh district, Nghe An province from 2007 to 2016.

- Based on that, the thesis also proposes several directions and solutions to improve the effectiveness of implementing the Ordinance on Democracy in communes, wards, and towns in Yen Thanh district from 2016 to 2020.

- The current state of implementation of democratic laws in Nghe An province.

10. Summary of the findings of the thesis:

In the study, the writer has several findings as follows:

Firstly, democracy is not only the goal but also the motivation of the social development in general, which is necessary in the process of Socialist Law-governed State establishment in Vietnam;

Secondly, it is needed to implement synchronously actions on the basis of specific realty and political requirements in the areas to boost the effectiveness of the Implementation of Democracy Deployment Orders in communes, precints and townships;

Thirdly, the Implementation of Democratic Deployment Orders in communes, precints and townships should be taken parallelly with reforming administrative formalities, strengthening the participation of authorities at all levels, political system as well as the leading roles of cadres and party members. Moreover, it is necessary to bring into full play the superision roles of the people in activities of the authorities from hamlet level to commune one. Implementation of Laws on Democracy needs to be attached to the missions of economic and social development, security and national defense warrant as well as the improvement of residential area life and industrialization, moderization in the rural area.

- The findings in the Thesis makes a contribution to evaluate exactly the fact of the Implementation of Democracy Deployment Orders in communes, precints and townships in Yen Thanh District, Nghe An Province form 2007 to 2016;

- On the basis of that, the thesis also suggests some solutions to enhance the Effectiveness of the Implementation of Democratic Deployment Orders in communes, precints and townships in Yen Thanh District, Nghe An Province from 2016 to 2020.
