10. Summary of the thesis results:

This thesis examines a case study – the Kyoto Protocol – in the process of international cooperation to address climate change. The role of the Kyoto Protocol is undeniable in this process of international cooperation. The creation of this treaty affirms the trend of cooperation on global issues, including the environment and climate change. At the end of the first phase, the participating parties achieved their committed goals; however, the relationship between the parties during this phase can be considered a case study in international cooperation and leaves many lessons. These are issues that need improvement in the new phase, such as how to improve the monitoring and enforcement mechanisms more effectively to encourage the participation of all parties, or how to design support projects to enhance equality in development for all parties. Furthermore, Phase I of the Kyoto Protocol also made a positive contribution to promoting international cooperation in this field by demonstrating the effectiveness of technology transfer, forming and raising global awareness, and creating a foundation (through negotiations) for deeper cooperation. The negotiation and implementation of the Kyoto Protocol witnessed the formation and division of alliances stemming from conflicting interests. From this, some predictions can be made regarding the future of this cooperation process, in which a scenario of global cooperation remains more likely than a scenario of cooperation within separate groups. Vietnam, as a developing country, needs to continue to proactively and actively participate in initiatives and encourage other parties to join.

To serve the purpose of researching and understanding the Kyoto Protocol (and its implementation), and international cooperation in addressing climate change and the environment in general.

To assist in preparing the content for negotiations at subsequent COPs, or conferences of a similar nature and theme.

10. Summary of the findings of the thesis:

The discussion discussed one case study in the international cooperation in climate change: The Kyoto Protocol. Undoubtedly, it has played a remarkable role in the cooperation. The protocol has sustained and strengthened the trend of international cooperation in global issues, including environment and climate change. The parties of the protocol finished the first phase with achieving targets; yet, the relations among these parties during the phase could be viewed as a typical happening in international cooperation and served as fruitful lessons. Those issues are requiring improvement in the next phase, such as how to enhance monitoring and implementation mechanisms that will ensure fairness and encourage the participation of all parties, or how to project actions in order to assist equity and sustainable development worldwide. On a separate note, the results from the first phase have contributed to further the cooperation in this field, including affirming the role of exchange in knowledge and technology, fostering the global awareness, and preparing the antecedent (through negotiations) for deeper cooperation. The marriage as well as divorce of parties in various alliances was witnessed through the process of negotiation and implementation of the Kyoto Protocol: The core root was benefits. Several predictions of the future cooperation in the field can be made based on the diagnosization after the first phase. The scenario of unified global signals cooperation is indicated with more positive, in comparison with the scenario of independent group cooperation. Vietnam as a developing country should continue to take initiative in implementation and actively boost the participation of the others.
