10. Summary of thesis results:
The thesis has raised concepts related to state management; state administrative management; people's committees and specialized agencies under district-level people's committees; quality, quality management, quality management system; basic content of the quality management system according to TCVN ISO 9001:2008 and the application of this system in administrative agencies in our country.
The thesis reflects the results of the practical investigation of the application of the quality management system according to ISO 9001:2008 standards in specialized agencies under the People's Committee of Thach Thanh district, Thanh Hoa province. On that basis, it points out the advantages, limitations and finds the causes.
The thesis has proposed a system of highly feasible solutions, including: Solutions to innovate awareness of the role of the administrative system; Solutions to improve the professional qualifications of civil servants; Solutions to maintain and improve the quality management system through the 5S tool; Solutions to promote internal information work; Solutions to apply information technology.

The thesis has reflected the result of actual investigation about the applications of the quality management system according to ISO 9001:2008 standard in the specialized agencies in People's committee of Thach Thanh district, Thanh Hoa province. From that point of view, It can not only show the advantages and disadvantages but also find the causes.
