The thesis has researched, analyzed and pointed out the advantages and disadvantages of the Vietnamese S&T policy system for the activities of non-public S&T organizations under the Vietnam Union of Science and Technology Associations, thereby proposing solutions to promote the development of non-public S&T organizations.
With a fairly complete source of documents, the thesis has conducted a study on the practical activities of science and technology organizations under the Vietnam Union of Science and Technology Associations, the contributions of these types of organizations to the development of science and technology associated with the socio-economic development of the country. Thereby, analyzing and evaluating the positive and negative aspects of the development of science and technology organizations.
The thesis proposed 5 recommendations to encourage the development of non-public S&T organizations to meet the increasing demands of the industrialization, modernization and international integration process along with the goal of socio-economic development.

The thesis has studied, analyzed and indicated the benefits and disadvantages of the science and technology policy system of Vietnam relating to activities of non-State science and technology organizations under the Vietnam Union Science and Technology Associations (VUSTA). Thereby, the thesis provides measures to promote the development of those non-State science and technology institutions.
The thesis has conducted research of practice of the science and technology organizations under VUSTA, and contributions of these institutions to the national science and technology. On those bases, the thesis analyzes and evaluates the positive aspects and limitations for the development of all types of science and technology organizations.
The thesis has proposed five recommendations in order to encourage non-State science and technology institutions to develop and meet the increasing demands of national socio-economic development targets and requirements of the process of industrialization, modernization and international integration.
