10. Summary of thesis results:

The research results show the current status of social policy implementation for people with disabilities in the community in Tan Linh commune, Ba Vi district, Hanoi city.

The total number of disabled people in Tan Linh commune is 121 people with different types and levels of disabilities. The number of people with severe disabilities accounts for the majority. Of which, mobility disabilities are the main type of disability. They are mainly in the working age group. Male disabled people account for a higher proportion than female disabled people. The main cause of disability is congenital. The State has issued many social policies for people with disabilities in the community. However, in this thesis, the author studies the implementation of 4 social policies for people with disabilities. These are: monthly social allowance policy, medical assistance policy, educational assistance policy, vocational training and employment policy. These social policies are all deployed and implemented promptly in Tan Linh commune. With many forms of policy propaganda such as: radio, posting at communes, social workers, etc. Most disabled people who are entitled to social policies are entitled to full policies, a few have not been entitled to policies because their records are still missing. Monthly social allowance policies and health insurance cards for people with disabilities are 100%. Policies on education, vocational training and employment are not very effective. Policy implementation teams at all levels all have academic qualifications and work experience. Policy implementation procedures are in accordance with regulations. After enjoying the State's social policies, the lives of people with disabilities are less difficult, their health is stable and they are more concerned, awareness of education is improved, a few people with disabilities have found suitable jobs and are supported to learn vocational skills for free. However, there are still some problems such as: monthly social allowances are too low compared to the current economy; The psychology of people with disabilities as well as their families still has many complexes, inferiority complex... so the effectiveness of education and vocational training is not high. In addition, the medical infrastructure, educational infrastructure has not met the needs of people with disabilities. The teaching staff does not have much experience in teaching the special subjects of people with disabilities. Enterprises have not escaped the prejudice against people with disabilities, so the rate of people with disabilities working in enterprises is not high... Therefore, people with disabilities want to increase the monthly social allowance, expand the beneficiaries of the policy, the policies need to be closer to people with disabilities...

Based on the research results on the current status of social policy implementation for people with disabilities in the community, the author has made a number of recommendations and solutions to improve the effectiveness of social policy implementation for people with disabilities in the community in the coming time.

10. Summary of the findings of the thesis:

The result of the thesis has shown the actual activities of implementing social policies for people with disabilities in the community in Tan Linh commune, Ba Vi district, Hanoi city.

There are totally 121 people with disability living in Tan Linh commune, each of them has different disability type and degree. Number of people with severe disabilities accounts for a large portion of the total number. Among them, physical disability is the main type of disability. Most of these people are in their working age. Male people with disabilities are more likely than female ones. Congenital reason bears the main responsibility for this situation. The State has issued a lot of social policies for people with disabilities in the community. However, in this thesis, the author studied the implementation of 4 social policies for people with disability, namely: policy on monthly social allowance, policy on health support, policy on education support and policy on vocational training and employment. These policies are all promptly implemented in Tan Linh commune. By a variety of ways of propaganda for the policies such as: broadcasting, posting at commune notice board, via commune officer of labor, invalids and social affairs, etc. Most of the people with disability enjoy full advantages of the policies as regulated, some of the remainder are still not entitled to approach the policy advantages because of missing records. The policies on monthly social allowance and health insurance card issuance reach 100% of completion. Other policies on education, vocational training and employment, however, did not bring expected results. Officers of all levels who are responsible for the implementation of the policies have standard educational background and working experience. The policies' process is implemented properly as regulated. After social policies' advantages of the State brought to people with disability, their lives become better with stable health and more attention, their awareness of education is also enhanced, some of them even find suitable jobs and are supported of free vocational training. However, there are still some disadvantages such as: the amount of monthly social allowance is too little in the context of our country's today economy; people with disabilities and their families still have low self-esteem, etc. Therefore, the expected results of education and vocational training are still unreachable. Besides, the medical and educational infrastructures are below the standard demand of people of disability. Appointed teachers do not have much experience in working with special objects such as people of disability. Enterprises still discriminate against people with disability, so the working opportunities for them at these enterprises are very low, etc. Hence, people with disability desire for higher monthly social allowance, expanded standards for enjoying the policies, more detailed and suitable policies for them, etc.

Based on the findings of actual implementation social policies for people with disabilities in the community, the author has given her recommendations and solutions for improving implementation results of implementing social policies for people with disabilities in the community in the future.
