10. Summary of the thesis results: The thesis has addressed three important tasks. First, it has systematized and developed the theory of information resource development (IHR): the concept of IHR, IHR development; its role; influencing factors; development principles; and criteria for evaluating IHR development. Simultaneously, the thesis has thoroughly examined the practical basis for IHR development. Second, it has fully identified the current state of IHR, IHR development activities, and the factors affecting IHR development. The final section includes comments and assessments of the strengths and weaknesses of IHR at the Information and Library Center. Third, it has proposed four groups of solutions for IHR development: improving policies; strengthening IT infrastructure; increasing financial investment; and human resources. Scientifically-based solutions aimed at improving the Center's operational efficiency contribute to enhancing the quality of training and scientific research at the University during the period of reforming the credit-based training method.

First of all, it is systematizing and developing the theory of information resource development: Definition of information resources; The development of information resources; Roles; Impact factors; Development principles; Criteria for evaluating information resources development. At the same time, the thesis has carefully examined the practical basis to develop information resources. Secondly, it has fully realized the actual status of information resources, development activities of information resources and factors affecting the development of information resources.
The last part has commented on the strengths and limitations of information resources at the library information center.
