10. Summary of the results of the thesis: The thesis has solved three important tasks. First of all, it has systematized and developed the theory of information resource development (IRR): the concept of IRR, IRR development; Role; Influencing factors; Development principles; Criteria for evaluating IRR development. At the same time, the thesis has carefully surveyed the practical basis for IRR development. Second, it has fully identified the current status of IRR, IRR development activities and factors affecting IRR development. The final part has commented on the strengths and limitations of IRR at the IT-TV center. Third, it has proposed four groups of solutions to develop IRR such as: Perfecting policies; Strengthening IT infrastructure; Increasing financial investment and Human factors.
