Chapter 1 of the thesis clarifies several theoretical and practical issues regarding the dissemination of Party resolutions on local television. Specifically, it clarifies the conceptual tools of the topic, such as radio, television, and grassroots-level officials. It presents and analyzes the Party resolutions and the requirements for disseminating them; the role of local television in disseminating Party resolutions; and introduces Lang Son Radio and Television Station and its mission in disseminating Party resolutions.
