The thesis has researched and clarified 3 contents: International viewpoints on relations with neighboring countries in Ho Chi Minh's thought and the Communist Party of Vietnam's application of relations with Laos. In addition, the thesis gives some assessments of the application of the Party's international viewpoints to Laos in the period (1986 - 2012).

The research results are a panoramic picture of the long-standing relationship between the two countries that has stood the test of time. Ho Chi Minh is the one who laid the foundation for the Vietnam - Laos friendship, striving for the continuous development of friendly and cooperative relations to overcome difficulties and challenges, together building our two countries to be more decent, more beautiful, and more sustainable on the path of socialism. Over time, the long-standing relationship between the two countries has overcome the test of time, it still leaves a good impression in the hearts of the people of Vietnam and Laos. In that spirit, the two countries need to further enhance mutual understanding, solve problems by consensus. Ho Chi Minh always paid attention to the special neighborly relationship between Vietnam and Laos, the one who nurtured this relationship. This is also vivid evidence of friendly neighborly relations. Today, the rapid changes of globalization have posed challenges to both countries. Therefore, both countries need to tighten their relationship further to smash the enemy's plot.

In the past as well as at present, the Communist Party of Vietnam always takes Ho Chi Minh's thought as a guideline for all its actions. The Party applies Ho Chi Minh's international viewpoint as the basis for foreign policy to adjust the Vietnam-Laos relationship to suit the situation of the two countries, especially in the period (1986-2012). The thesis also evaluates the application of the Party, and also makes some recommendations to develop the Vietnam-Laos relationship in the coming time.

Result of research is a panorama of the close and time honored relationship binding 2 nations has stood the test of time.Hochiminh set the foot hold for the relationship between Vietnam and Laos,strive for the constant development of the friendship and cooperation to surmount the challenges and difficulties,by the day of victory,we shall rebuild 2 countries with more spaciousness and beauty.To march with confidence into the socialist line,this testifies to the crystallized expression of Hochiminh's thoughts.
