The thesis systematically presents the process of the Hung Yen Provincial Party Committee applying the Party's viewpoints and guidelines to build the Ho Chi Minh Communist Youth Union from 1997 to 2010.
The thesis has generally assessed the achievements and limitations in the leadership of building the Youth Union. From there, it draws lessons to strengthen the leadership of the Hung Yen Provincial Party Committee in building the Youth Union.

The guiding viewpoints and measures and solutions proposed by the Hung Yen Provincial Party Committee to carry out the task of building the Youth Union from 1997 to 2010, contributed significantly to providing theoretical and practical documents in organizing and directing the work of building the Youth Union and youth movement in Hung Yen province.
