11. Summary of thesis results:

The thesis devotes a part to analyzing the relationship between the EU and Vietnam in general since the establishment of diplomatic relations, analyzing some important milestones in the relationship between Vietnam and the EU, which are: the two sides signed the Framework Cooperation Agreement (FTA) in 1995; the EU supported Vietnam's accession to the WTO; the Agreement between the EU and Vietnam on Comprehensive Partnership and Cooperation (PCA) in 2012 and the Free Trade Agreement (FTA).

The remaining main part of the thesis focuses on assessing the relationship between the European Union and Vietnam in the health sector from 1995 to 2015. Over the past 20 years, the bilateral cooperation between the European Union and Vietnam has achieved important achievements in improving health in Vietnam. Initially, the support focused on preventing infectious diseases, providing essential medicines and equipment, etc. Next, the EU supported reforms to improve access and quality of health care services, build a healthy health financing system, an effective health information system and improve the health policy-making process. These supports have helped Vietnam achieve significant progress in accessing health services in an equitable and effective manner, contributing positively to poverty reduction and achieving the health-related Millennium Development Goals. The thesis also proposes a number of solutions to strengthen EU-Vietnam health cooperation and predicts that in the future, the bilateral cooperation relationship will move to a new stage with a broader scope of cooperation, bringing the relationship to a new level, worthy of the potential and position of the EU and Vietnam.

12. Practical application:

The research results of the thesis can serve as a basis for proposing the expansion of medical cooperation between the EU and Vietnam in the coming time.

The thesis is intended to analyze the relationship between the EU and Vietnam in general since the establishment of diplomatic relations and to analyze some important milestones in the relations between Vietnam and the EU: Framework Agreement on Cooperation (FTA) in 1995; EU supports Vietnam's access to the WTO; EU-Vietnam Comprehensive Partnership and Partnership Agreement (PCA) 2012 and Free Trade Agreement (FTA).

The main part of the thesis focuses on evaluating the relationship between the European Union and Vietnam in the health sector from 1995 to 2015. Over the past twenty years of bilateral co-operation between the European Union and Vietnam, significant results have been achieved in improving health care in Vietnam. At first, the majority of efforts focused on combating infectious diseases, providing essential medicines and equipment. Then, the EU has supported reforms that improve the availability and quality of health care, contribute to developing a sustainable health financing system, an effective health information system and enhance health policy-making. This support has enabled Vietnam to make significant progress towards equal access to quality health services contributing to poverty reduction and achievement of the Millennium Development Goals on health. The thesis also outlines the measures to strengthen EU-Vietnam health care cooperation; and forecasts that in the future, the EU-Vietnam relations will move to a new stage of cooperation with wider scope and deeper integration commitments; reach a higher level of cooperation matching the two sides' prestige and full potential.
