10. Summary of the thesis results:
Cultural relations in diplomacy, or cultural diplomacy, is one of the new forms of diplomacy, playing the role of "soft power" that countries use flexibly. In modern and contemporary international relations, Russia has consistently maintained that cultural cooperation issues are of crucial importance. The international context and internal changes within the country show that cooperation in general, and cultural cooperation in particular, with ASEAN countries is a genuine need, a two-way relationship that benefits all parties in the spirit of friendship and cooperation.
The history of the formation and development of relations between the Russian Federation and ASEAN is relatively late, except for bilateral relations with Vietnam and Indonesia, which were formed on the foundation of military and economic relations during wartime. Since establishing relations in 1996, despite many challenges, both Russia and ASEAN have strengthened and elevated their relationship to a Comprehensive Partnership in many areas, including culture, notably through youth exchanges, enhanced cooperation in cultural heritage exchange, and the promotion of Russian language and cultural achievements.
The relationship between Vietnam and Russia today builds upon historical diplomatic achievements. Cooperation in education and training has achieved outstanding results; from the 1950s to the present day, many generations of Vietnamese officials and students have received training in the Soviet Union. Since 1991, cultural cooperation between Vietnam and the Russian Federation has been continuously strengthened and elevated to a comprehensive strategic partnership, institutionalized and promoted at various levels with diverse cultural exchanges in many fields such as education and training, information technology cooperation, literature, tourism, and performing arts.
Besides Vietnam, cultural cooperation between Russia and Indonesia also has a history of ups and downs. Similar to Vietnam, cultural cooperation between Indonesia and Russia has developed comprehensively, with education, training, and religion being particularly prominent.
The Russian Federation has a flexible foreign policy and is active in cooperative relations. Based on an analysis of objective and subjective factors, many advantages can be seen in promoting cultural cooperation between the Russian Federation and ASEAN, Vietnam, and Indonesia. However, many difficulties and challenges remain, posing potential risks that could hinder and negatively impact cooperation. Therefore, the prospects for cultural relations between Russia and ASEAN, Vietnam, and Indonesia can develop in many directions, but ultimately, they should be comprehensive and mutually beneficial.

Cultural relations in diplomacy or cultural diplomacy is one of the new form of diplomacy, that is widely used as "soft power". In modern international relations, Russia continuously maintains the cultural cooperation because of its special importance. International context and internal changes within the country indicate that Russia really has a need to develop cultural relations ASEAN countries, that will be beneficial for all the parties and will strengthen the spirit of friendship and cooperation.
The history of relations between Russia and ASEAN began developing rather late, except for bilateral relations with Vietnam and Indonesia, that formed on the basis of military and economic relations during the war. Since the establishment of the relationship in 1996, despite the many challenges, both Russia and ASEAN have strengthened and enhanced their relationship as a comprehensive partner in a number of areas, including the emerging cultural field. Relations between Vietnam and Russia today are inherited from historical diplomacy. Cooperation in the field of education and training has gained outstanding results, from the 50s of the XX century till now, many generations of Vietnamese officials and students have been trained in the Soviet Union. Since 1991, the cultural co-operation between Vietnam and the Russian Federation has been increasingly promoted and enhanced to become a comprehensive strategic partnership in many fields such as education and training, cooperation in information technologies, literature, tourism, performing arts ...
Besides Vietnam, the cultural cooperation between Russia and Indonesia also has a history of ups and downs. Like Vietnam, cultural co-operation between Indonesia and Russia develops comprehensively, especially in the sphere of education and religion.
Russian Federation is flexible in its foreign policy and active in all forms of cooperation. Based on the analysis of objective and subjective factors, it can be seen that there are many advantages for promoting the cultural cooperation between Russia and ASEAN, Vietnam and Indonesia. Although there are some risks that can have negative impact, the future cultural cooperation between Russia and ASEAN, Vietnam and Indonesia can develop in many directions that will lead to developing comprehensive relations and a mutually beneficial cooperation.
