10. Summary of thesis results:

Developing innovative start-ups in both quantity and quality is one of the top priority tasks in state management of innovative start-ups at the National Agency for Technology Entrepreneurship and Market Development (NATEC) - Ministry of Science and Technology. Decision No. 418/2012/QD-TTg of the Prime Minister approving the Strategy for Science and Technology Development for the period 2011 - 2020 has clearly stated the goal of striving to develop 3,000 innovative start-ups by 2015 and 5,000 science and technology enterprises by 2020.

"Incubation of innovative startups" is one of the important tools to support the development of innovative startups, especially encouraging new startups. The competitive pressure of the world economic integration process and the trend of developing innovative startups in the country are one of the important driving forces for the formation and development of Technology Business Incubators. This is a requirement of objective reality.

Regarding the development of policy mechanisms serving state management: The research results of the Project will be reference documents, with advisory nature for the Department of Market Development and Science and Technology Enterprises - Ministry of Science and Technology and competent authorities in developing legal documents, programs, and specific action plans to implement solutions to support the development of incubation activities for innovative startups.

For socio-economic development: Research results will promote the activities of incubators, exploit and mobilize potential resources in regions, economic sectors of institutes, schools, and enterprises to develop the science and technology market as well as the system of innovative start-up enterprises in our country.

11. Practical application:

The research results of the topic have the ability to be applied in practice, in which an overview of the theory of innovative startups and incubation of innovative startups has been identified, and the experiences of some countries developing incubation of innovative startups have been analyzed. At the same time, the current status of developing incubation of innovative startups has been analyzed and evaluated. Solutions for management and support for the development of incubation of innovative startups have been proposed.

10. Summary of the findings of the thesis:

Developing creative start up enterprises in both quantity and quality is one of the most important priorities of state management activities of NATEC at Ministry of Science and Technology. According to the decision No 418/2012/QD-TTg, Government Prime Minister approved Developing Science and Technology Strategy in the period 2011-2010 to achieve the goal to build up 3,000 creative start up enterprises by 2015 and 5,000 ones by 2020.

The activity “Nurse creative start up business enterprises” is one of important instruments to support creative start up enterprises, especially to encourage the newly established enterprises. The pressure from competition during the international economic integration and the trend of development of creative start up enterprises of the country are one of the most important motivations for the establishment and development of technological business incubators. It is real objective requirement.

For making mechanism and policy serving state management: The research results of thesis can be reference, having consulting meaning for NATEC of Ministry of Science and other authorities in issuing legal document, program and concrete action plan to support the development for the creative start up enterprises.

For socio-economic development: The research results will increase activities of incubators, exploit and mobilize hidden capacities in the regions, economic sectors, research institutes, universities, enterprises to develop science and technology market as well as creative start up enterprises.

11. Practical applicability, if any:

The research results of the thesis can be applied in reality, for example, to make overview on theory of creative start up enterprises and start up incubators, to analyze the experiences of some developed countries in establishment of creative start up enterprises. At the same time the research results also propose some solutions for management and support for development of creative start up enterprises.
