The thesis has achieved the following results:
Firstly, the thesis has systematized the basic theoretical basis of autonomy and self-responsibility of public science and technology organizations;
Secondly, the thesis has surveyed and evaluated the current state of organization and operation of the Institute of Nuclear Science and Technology.
Thirdly: Propose solutions to restructure the organization to promote autonomy and accountability, with the following specific contents:
Restructuring the organization and perfecting the internal management document system to implement autonomy and accountability in accordance with the management hierarchy of the Vietnam Atomic Energy Institute;
Implement training and personnel and equipment supplementation plans for units in accordance with the needs of nuclear energy development and the direction of nuclear energy development based on the actual situation;
Performing certain radiation safety services within the scope of assigned tasks will increase the Institute's revenue, facilitate the maintenance, repair, and upgrading of some laboratory equipment, and utilize staff under labor contracts.

The thesis achieved the following results:
Firstly, it systematizes the basic rationale of the autonomy and self-responsibility of Public Science and Technology Organization;
Secondly, it examined and evaluated the current status of organization and operation of the Institute for Nuclear Science and Technology;
Thirdly, it proposes measures to restructure the organization to promote the implementation of autonomy and self-responsibility. As followed:
Restructing the organization and completing the system of internal management documents to implement autonomy and self-responsibility and according to the management decentralization of Vietnam Atomic Energy Institute;
Implement plans on staff training and addition of facilities for units meeting nuclear energy development requirements and orientation depending on the real situation;
Run a number of services in radiation safety within its assigned duties, which increase the Institute's income, creating conditions for its maintenance, upgradation of a part of experiment device and the use of workers under the labor contract regime
