10. Summary of the thesis results:

The author has explored theories of organization, projects, R&D human resources, R&D activities, R&D policies, and the current state of attracting R&D human resources in Vietnam in general, and specifically at the Department of Information and Communications. From this, the author analyzes and identifies the difficulties and limitations in attracting R&D human resources and proposes solutions to overcome these challenges.

The difficulties and limitations in attracting R&D personnel stem from both objective and subjective causes, but mainly from the tightening of permanent staff positions, a lack of transparency and democracy in the working environment, insufficient investment in R&D infrastructure, and a bureaucratic and subsidized management style. Therefore, the author proposes solutions to overcome these difficulties and limitations in attracting R&D personnel by applying a matrix structure model through a project at the Department of Information and Communications.

This system provides a theoretical framework for R&D organizations within the Public Security sector (especially in the case of the Communications Department, Ministry of Public Security) to research and analyze the advantages and disadvantages in attracting R&D personnel.

10. Summary of the findings of the thesis:

The author learned the theory and information about organizations, projects, human resources, activities and policies of R&D... Besides, he studied the actual situation of attracting R&D manpower in Vietnam in general and attracting - using manpower in Telecommunications Department in particular. On that basis, the author analyzed, identified the difficulties and limitations on attracting R&D manpower and proposed the solutions to overcome these difficulties.

The difficulties and limitations in attracting the R&D human resources include both the objective and subjective reasons. In which, some of the main reasons are the limitation of permanent personnel, the transparency and democracy of working environment, the lack of concern about investment on the frastructure for R&D, the management method are administrative personnel, subsidies... Therefore, the authors propose the solution “The application of the model matrix structure - case study: application in the projects of Telecommunications Department”.

The successful theory will contribute to clarifying, adding and more perfecting the theoretical system for the organization of R&D of the police sector in attracting the R&D human resources (especially the case of the Telecommunications Department, Ministry of Public Security).
