The author studies technology and policy, overview of environment and environmental conflicts, identification of environmental conflicts and parties in conflicts, roles and responsibilities of the state and community in resolving conflicts, the relationship between environmental conflicts and current environmental issues, the concept of community, the concept of medical waste, methods of medical waste treatment, the relationship between technology policy and environmental conflicts.

Through assessing the current state of environmental conflicts between hospitals and communities in Vietnam, considering the specific case of Bach Mai Hospital, the author has clarified the type of conflict, causes, levels of conflict and parties involved in the conflict. In addition, the author also pointed out the loose connection between the parties in resolving environmental conflicts between hospitals and communities. The author also pointed out that technology policy has not really played a leading role in resolving the current environmental conflicts between hospitals, specifically Bach Mai Hospital, and communities.

Based on the assessment of the current situation of environmental conflicts at Bach Mai Hospital and the hospital in general with the surrounding community, the author points out the loopholes in state management, the inadequacies in the regulations of the technology policy system, from which, proposes a number of solutions to overcome the ineffectiveness of the technology policy system in resolving environmental conflicts.

11. Practical application:

Proposing specific solutions to resolve environmental conflicts between hospitals and the community in terms of technology policy in general, and Bach Mai Hospital in particular, thereby contributing to resolving environmental conflicts between hospital waste and the surrounding community.

The author carries out the studies of technology and policy, overview of environment and environmental conflicts, identies environmental conflicts and the parties in conflicts, the role and responsibilities of the state and the community in dispute settlement, the relationship between environmental conflicts with the current environmental issues, the concept of community, the concept of medical waste, the treatment methods of medical waste, the relationship between technology policy with environmental conflicts.

Through assessment of the environmental conflicts which have been taken place between the hospital with the communities, in the case of Bach Mai Hospital, the author clarifies forms, reasons and levels of conflict and the parties involved in the conflicts. The inadequacies in current technology policy for settling environmental conflicts between hospital, specifically Bach Mai Hospital and surrounding communities are also shown in the Thesis.

From there, some recommendations and solutions are proposed to aim at improving the technology policy system in treating environmental conflicts between hospital and surrounding communities.Based on the situation analysis of environmental conflicts in Bach Mai Hospital in particular and hospitals in general and surrounding communities, the author points out the vulnerabilities of state management, the inadequacies of the provisions of technology policy system. Some solutions are proposed to overcome the inefficiencies of the system technology policy in environmental conflict resolution.

The Thesis proposes some recommendations and solutions for settling environmental conflicts between hospital and surrounding communities on technology policy in general, for the Bach Mai Hospital in particular, thereby contributing to settling medical environmental conflicts for surrounding communities.
