Lưu trữ cấp huyện trong thời gian qua đã góp phần quan trọng trong việc xây dựng, phát triển uy tín và chất lượng hoạt động của ngành lưu trữ, nâng cao những giá trị to lớn của tài liệu lưu trữ trên các lĩnh vực của đời sống xã hội. Tuy nhiên, bên cạnh những thành tựu thì lưu trữ cấp huyện đã và đang phải đối mặt với nhiều tồn tại, hạn chế như: một số quy định trong các văn bản chưa nhất quán, chưa rõ ràng; hệ thống văn bản ban hành chồng chéo; một số nội dung của văn bản sau phủ định văn bản ban hành trước. Cùng với đó là sự thay đổi liên tục về tên gọi, chức năng, nhiệm vụ và cơ quan quản lý khiến hoạt động của lưu trữ cấp huyện không ổn định, cơ sở vật chất còn thiếu... Dẫn đến thiếu thống nhất trong việc tổ chức, quản lý nhà nước về công tác lưu trữ tại cấp huyện. Nếu không có biện pháp giải quyết những hạn chế nêu trên, thì lưu trữ cấp huyện không những ảnh hưởng nghiêm trọng đối với hoạt động quản lý điều hành của cấp huyện mà còn ảnh hưởng tới công tác tổ chức, quản lý của ngành lưu trữ Việt Nam hiện nay.
Thực hiện đề tài “Tổ chức và quản lý lưu trữ cấp huyện, quận, thị xã, thành phố thuộc tỉnh” chúng tôi tập trung khảo sát và nghiên cứu các vấn đề sau:
- Thứ nhất, làm rõ hệ thống tổ chức bộ máy nhà nước cấp huyện trên cơ sở đó trình bày khái quát thành phần, nội dung, khối lượng và giá trị tài liệu lưu trữ của hệ thống này;
- Thứ hai, nghiên cứu phản ảnh, đánh giá thực trạng tổ chức và quản lý nhà nước về công tác lưu trữ ở cấp huyện hiện nay đồng thời chỉ ra những ưu điểm, hạn chế và nguyên nhân của vấn đề này;
- Thứ ba, trên cơ sở nhận xét, đánh giá thực trạng, đề xuất các giải pháp về tổ chức và quản lý nhà nước đối với công tác lưu trữ cấp huyện để mang lại hiệu quả cao.
Với những thông tin thu thập được qua việc khảo sát lưu trữ cấp huyện chúng tôi phản ảnh, đánh giá thực trạng tổ chức và quản lý nhà nước về lưu trữ huyện hiện nay ở các khía cạnh như: tổ chức bộ máy lưu trữ; công tác cán bộ lưu trữ; tổ chức thực hiện các văn bản về công tác lưu trữ; quản lý thống nhất chuyên môn, nghiệp vụ lưu trữ; quản lý thống nhất tài liệu lưu trữ; bố trí cơ sở vật chất; đào tạo, bồi dưỡng chuyên môn nghiệp vụ công tác lưu trữ; mối quan hệ giữa lưu trữ cấp huyện và lưu trữ cấp xã trong giai đoạn hiện nay. Trên cơ sở thực trạng từ đó chúng tôi chỉ ra những bất cập, nguyên nhân của vấn đề và đề xuất các giải pháp nhằm nâng cao năng lực, hiệu quả trong việc tổ chức và quản lý nhà nước về lưu trữ cấp huyện.
11. Khả năng ứng dụng trong thực tiễn: Báo cáo nghiên cứu khoa học của đề tài là sản phẩm có thể được áp dụng để tổ chức và quản lý lưu trữ các huyện, quận, thị xã, thành phố thuộc tỉnh. Đồng thời, còn có thể được dùng làm tài liệu giảng dạy, học tập, tham khảo, nghiên cứu của giảng viên, sinh viên trong các trường đại học, cao đẳng, trung cấp có đào tạo ngành Văn thư Lưu trữ hoặc liên quan đến công tác Văn thư Lưu trữ hoặc làm tài liệu tham khảo cho cán bộ lưu trữ tại các cơ quan.

11. Summary of results of the thesis:
Sarchive in district level in recent years has important contribution to the construction, quality and reputation development of operations of archive sector, it enhances the tremendous valuea of archival documents in all fields of social life. However, besides the achievements, archive in district level has faced many limitations and limitations: some provisions in the documents inconsistent, unclear; the system of issued documents overlaps; some of the contents of the later documents deny those of previously promulgated documents. Together with it, the constant changes in names, functions, tasks and management agencies make operations of district level archive unstable, lacking facilities ... Consequently, it leads to a lack of unity in the organization and management of the state of archival work in district level. Without measures to address the above limitations, the archival work in district level not only seriously affects the operations of the management and administration of district level, but also affects the organization, management of archive sector of Vietnam today.
In the process of implementing the topic“Organization and management of archive within districts, towns and provincial cities”we focused on investigating and studying the following issues:
- First, clarify the organizational system of district-level state apparatus, and on that basis present a brief overview on components, contents, volume and value of archival documents of this system;
- Second, the study reflects, assesses the status of the state's current organization and management of the archival work in district level and indicates the advantages, limitations and causes of this problem;
- Third, based on the comments, the assessment of the situation, proposes solutions for the state organization and management of archival work in district level to bring about high efficiency.
With the information gathered through the survey of archive in district level, we reflect, assess the status of the current organization and management of the state on district archive in aspects such as the organization of the archive; archive personnel; organization of the implementation in the documents on archival work; unified management of archival professions; unified management of archival documents; facility layout; facility layout; training and retraining of professions of archival work; relationship between archive and archive in district and commune level in the current period. Based on this reality, we point out the inadequacies, the causes of the problem and propose solutions to improve the capacity and efficiency of the organization and management of the state on archive in district level.
12. Applicability in reality: Report of scientific research of topic is the product that can be adopted for the organization and management of archives in districts, towns and provincial cities. At the same time, it can be used as teaching and learning materials, for reference, researches of tutors and students in universities, colleges or vocational schools training Archive major or majors related to archive work or references for archive officials in the agencies.
