The thesis researched and clarified three aspects: the theoretical and practical basis of the research problem; the current state of the research problem; and an analysis of shortcomings and proposed policy solutions to promote the application of information technology in remote and disadvantaged communes.

In recent years, the application of information technology has been emphasized and developed to serve the cause of industrialization and modernization of the country. The rapid increase in the number of computer users and internet users, especially in cities, shows that the policies and guidelines of the Party and State have had a clear impact on all aspects of social life.

However, current policies and targeted programs only focus on developing infrastructure and information and communication networks on a large scale in all localities nationwide... without specific policies or concrete programs to promote the application of information technology to meet the needs of modernizing the management and operation of state agencies in remote and disadvantaged areas; the management and exploitation of information technology equipment to serve the task of maintaining political security and social order has not fully exploited the potential of IT.

Therefore, through research and analysis of the current state of information technology application in Vietnam and in remote areas, this thesis recommends several policy solutions to promote the application of information technology in remote communes of our country, focusing on the computerization of public administration and the use of the Internet at the commune level.

All the research findings of this thesis are immediately applicable in practice. These results will help state management agencies in information technology build a database on information technology application activities in remote and rural areas of Vietnam, and provide systematic assessments of these activities.

In recent years Government pays special attention to IT application in order that Vietnam can improve technology capacity to defend and build the country. The number of computer and internet users in the cities raises very quickly to show the effect of the IT policies in all aspects of life.

But in the remote areas the activities of IT application are still thinly populated.

These thesis research the current status of this issues and propose some solutions to improve IT application activities in the remote areas.

The research results of thesis have practical applicability right away. These results are able to help Vietnam to build the database of information technology application situation, to evaluate throughout all of the IT application activities in the remote area in Vietnam. And the related agencies can apply the recommended solutions during their mission completion.
