• This thesis selects and analyzes several achievements in the fields of literature, film, and painting to affirm the practical realization of the Party's cultural and artistic guidelines and the tangible contributions of these achievements to our people's resistance war against the French.
• Drawing on lessons learned from the process of formulating the Party's cultural and artistic policies and the achievements attained, this thesis presents some lessons learned for the current cultural and artistic policies of the Party and the State.

- The thesis overviewed Ho Chi Minh ideology about culture in general and perspectives of Vietnam Communist Party about culture before the August Revolution.

- The thesis analyzes the leading policies and the orientations of Vietnam Communist Party for the culture and art development from 1945 to 1954.

- In this thesis, some achievements in the fields of literature, cinema and painting were selected for analyzing in order to affirm that the materializing of the culture and art policies of the Party in practice, and these achieving things significantly contributed to the war against France of Vietnamese.
